Man sentenced for raping girl
By BRIAN SCHEID
A 30-year-old illegal immigrant was sentenced to at least five years in state prison in Bucks County court Friday, five months after he admitted to repeatedly raping an adolescent girl.
Carlos Salustio, a Mexican immigrant who was living illegally in Warminster, pleaded guilty in April to rape of a child and related charges for as many as 25 sexual incidents with the girl over a two-year period, starting when the girl was 10.
In a tearful speech in front of Judge Albert Cepparulo, the girl, who is now 13, said her family was torn apart after Salustio was arrested in December. The victim has been in custody of the countys Children and Youth agency and separated from her mother since the arrest. Her mother has denied that Salustio ever raped her daughter. The mother and daughter sat on opposite sides of the courtroom Friday.
The victim said she was scared to report Salustios abuse, but felt she had to since she did not want him to sexually assault another girl.
I dont want another girl to go through what I went through and I dont want him to do this again, the victim said in court between sobs. I hope he never touches another girl again.
Cepparulo congratulated the victim for reporting the sex crime to police.
We think that you are very brave, Cepparulo said. You are a strong young lady.
Dressed in a yellow prison jumpsuit, Salustio avoided eye contact with the victim throughout most of Fridays sentencing. He looked at her only during an apology he made in broken English.
I want to apologize ... for what I did, he said. I want to say Im sorry for everything.
He then apologized to his parents, who attended the sentencing.
Ive brought shame to them, he said. I want to apologize to every single person in this courthouse. I swear to God its not going to happen again with anybody.
Cepparulo sentenced Salustio to no fewer than five years and no more than 20 in state prison, ordered him to pay court costs, attend sexual offender treatment throughout his time in jail and have no contact with the victim. Cepparulo, who ruled Salustio was a sexually violent predator, said Salustio would also be deported once he is released from prison.
The other point I’d like to make from the comments here, and comments for all stories like this, is the jailhouse justice aspect. I don’t believe it happens, unless it’s personal or paid for, and I do know that if it were my child, I’d pay in a heartbeat. A few yrs. ago, I read a lengthy piece on the murder of the pedophile “priest”, John Geoghan. He was one of the most liked guys in the sex offenders block at a prison in MA. He made many friends there, rapists and child killers. A multimillion dollar dorm for sex offenders and hard cases so that they can exhibit their sickness and depravity in comfort. The pyscho that murdered Geoghan was not a pedophile, but had been raped by one.
When I was much younger, I mentioned jailhouse justice to my dear uncle, a very wise and worldly man. He told me never to believe for a second unless it was for the reasons I’ve already mentioned. He said that when they go to prison, it’s not condemnation, it’s “Hey man, how did you do it?”. More and more, I believe that’s true. I no longer believe in rehabilitation or parole either. Just brick up the doors and let them rot.
Good question but the only people who would pay attention to it is the typical American.
How awful! I’m so sorry.
Thanks though I am not really looking for sympathy. Just letting folks know that this is not nearly as rare as it seems.
Psalm 58 the last two verses. That explains why we’ll wear sandals in haven. Wouldn’t want to get our shoes soggy.
God bless you festus. I pray that one day soon you find peace that can only come from the LORD.
Of course, you’re correct. And let’s not forget the death penalty as a deterrent. Years ago, the famous bank robber Willie Sutton stayed at my home. My Dad wrote his autobiography. He told me...to my face...that the only reason he never killed anyone was because he knew he’d be killed. Period. So when libs start touting the stupid argument about the death penalty not be a deterrent, I tell them that story. Shuts them up real quick.

The vile SOB will be out in 3 years........unless he gets it in prison.
Another illegal from Mexico rapes a little kid. Horrific crimes by illegals have reached terrifying proportions.
I knew of a woman who kept trying to bring her abuser husband back into the house. She could not forgive her teenage daughter, and always blamed HER. Just sick and sad...
Sounds like it's illegally living anytime/anywhere he's still breathing...same for the "mother".
This was on the front page a few days ago. I was disgusted when I read it and thought 5-20 years was barely appropriate. However, I know he’ll have some fun in prison and I hope he’s in there for the 20 maximum.
I’d support the death penalty in cases like this. Multiple sexual assaults over the course of a few years on a child? Yes, death...no ifs, ands or buts.

Abuse of children by their unmarried (divorced or never married) mothers’ Bed Partners of the Month is a very common occurrence. These serial Lover Boys end to view their Sex Object females’ children as nuisances and competitors for the time and attention of their mother.
And the mothers of the child victims incur no penalties for wilfully exposing their children to abuse, including vicious beatings and sexual abuse, at the hands of their “boy friends,” even though under law the primary responsibility for their childrens’ welfare is theirs.
Her mother has denied that Salustio ever raped her daughter
Even after he admitted it?”
My mother was far from the best, but I sure want to think that she would have believed me if I were raped...
They shot a Mexican drug cartel gangster who probably has a pile of bodies in his past.
And people on this forum still have any respect for the "Republican" administration we have?
Same thing happened to someone I went to HS with. Her father had molested her for years. When she finally had the strength to tell a teacher, dad was arrested, spent a few years in jail and then returned to the home. He couldn’t live in the same home as the girl and so mom told her she had to find another place to live. She was about 15/16 at the time. She ended up living with a teacher’s family until she went to college. There were still 2 younger daughters in the family. I still cannot believe the mother took the father’s side.
The son of my H’s coworker was abused by his father during his visits to him (parents were divorced). Video taped it and everything. He only served a few years. And just this summer, while we were on vacation, we found out that someone down the road had coerced her 16 year old son into having sex with his 6 year old half sister and mom taped it. A neighbor’s kid saw part of the tape, stole it and it was given to the State Police the next day. Mom and son were both arrested. We were shocked as this kid had been at our house more than once, went to school with my youngest son.
Unfortunately, even biological parents do terrible things to their kids. Our children are the most vulnerable beings and some people take advantage of that. It’s sickening.
Festus, my experience with this is what comes around goes around.
We often don’t get to see it, and as Christians we are not supposed to want such revenge.
Nevertheless, my experience is these types always end up paying. Their lives are corrupt and their souls are rotten.
