Al Qaeda knows that the next Democrat President is likely to revert to the passivity of the Carter & Clinton presidencies, so that if they can outwait Bush their task will become much easier. At the same time, the Democrats’ politicization of foreign policy, and treating Bush rather than Al Qaeda as the real enemy, makes it less likely anti-Al Qaeda forces in the Muslim world will risk their lives to help the Americans, whom they expect to see leaving soon.
