When George Stephanopolis was already a network commentator after coming from the Clinton administration he was discussing the issue of terrorist acts. He rattled off a list of terrorist events which had occurred during the last 10 years. He included TWA 800. I did a double take, but nobody on the set challenged him or batted an eye. He's not the only one:

If we always deny that a terrorist has shot down a plane, then we render the terrorists’ attacks useless—because their acts of terror will never be known.
There may be a consensus about this among governments, IMHO.
