In all fairness to Ivan, Arab operators have never done well with any equipment. They do OK using a knife to the throat when the victim is tied up, but when it gets slightly more complicated their hatred of modernity works against them.
I hope the Russians provided the technicians too.
That way a few can get the full benefit of a HARM jammed up their a##.
