HUNTINGTON BEACH - The City Council voted Tuesday to make Huntington Beach the first city in the state to adopt a program forcing pet owners to spay or neuter and to have microchips inserted into their cats and dogs.

Once the law is enforced, owners would have a 30-day grace period to show proof of sterilization and the inserted microchip. A fine of $150 could be levied; the penalty would be increased by $50 every 30 days up to a maximum of $500.

What if you breed dogs to sell via classifieds in the newspaper?
Then, unless you can make a case that you're "breeding dogs for competition" for which an exemption exists, you'll have to move out of the city to do it.
In that case I’d just send a check for the $500 maximum and tell them to buzz off.
I think its a program long past due.
Why don’t they apply this policy to illegal aliens? Solves my problems.

I think they should outlaw Pit Bulls and Rottweilers as well (unless they pass some kind of test) I had nothing but trouble with these dogs trying to attack me and my dogs.
No dog should be running ‘loose’. If thats happening in Miami, you have a problem with leash law violations, not specific breeds.

That attitude is admirable til you go to a kill shelter, where unwanted dogs are put down each and every day.
Agreed-it’s in effect a tax on pet ownership...just another creative way for government to take your money, and the slaves-oops I meant citizens-never get to vote for or against it. Disgusting!

Albuqueque,MN has ahd that law on the books for a year or so, now they inforce it, with huge fines. Governor: Democrat, both hosues: Democrat controlled, Albuqueque politics: controlled by the democrat.
No one regrets that more than I do. And for the record, I did sterilize both of my dogs. HOWEVER, I reserve my right to make those decisions for myself -- the nanny government be damned! I am not responsible for the irresponsibility of others. Let's look at a more serious issue -- there are millions of unwed mothers. Should young women therefore be sterilized as a preventative measure? It is the same principle.

Yet, your tax dollars and mine are being used to pay for this when it shouldn’t be required.
Like you, I’ve had our dogs sterilized as well, and don’t let them run around the ‘hood under any circumstances.
But those dogs and cats being dumped along the interstate are coming from somewhere. The one’s dumped near my home way out in a rural area come from somewhere as well.
