New Chinese Rules Require Drivers, Conductors Behave Properly

(Beijing) - Bus drivers and conductors in the capital city of Beijing now have to mind their manners as the city government introduced new regulations aimed at sprucing up public transport services ahead of the 2008 Olympic Games.

Under the new rules, drivers are forbidden to drink alcohol within eight hours before work, and are banned from "excessive" drinking at any time.

Drivers in Beijing are prohibited from driving with a blood alcohol content of at least 100 milligrams of alcohol per 100 millilitres of blood. It is estimated that three bottles of beer could put the average person over the limit.

The drivers must be familiar with locations of junctions on their routes and maintain a safe speed on all conditions.

The conductors are required to behave properly with the passengers, resolve disputes among passengers, assist driver in safe manoeuvring, and are forbidden to chat with the driver on the job.

The regulations also require routine safety checks before buses go into operation. Under national law, motorists caught drink-driving are to be immediately arrested by the police and face fines of up to 2,000 yuan (USD 264.2).

The new regulations require one professional security supervisor for every 25 to 75 vehicles to ensure safe driving and to advise drivers.

In China, fatigue driving, overloading, speeding, and drink-driving are the major causes of traffic accidents. Last year, 89,455 people were killed on China's roads, the Ministry of Public Security said.

Sources from the municipal traffic management bureau said 440 people were killed in road accidents in Beijing up to May 25 this year.

We could really use these kind of here laws in Thailand, especially if they were actually enforced

I have driven in both Bangkok and Beijing. Bangkok was a mess. It has got to have some of the worst traffic in the world. Beijing was a pleasure to drive in compared to Bangkok.

The MOST amazing thing about driving in China - is that EVERY fender bender I ever witnessed was settled on the spot by the drivers....

No police, No lawyer, No insurance, No go between..
The drivers determine responsibility, with the assistance of observers and agree on the settlement and then drive away..

Amazing...

Actually, personal opinion is that many Asian (East, South, Southwestern [Middle East]) cultures are too superficially polite. Asians could hate you while seeming as though you are a close friend (from an American standpoint of 'friend').

Sort of similar to how American Southern culture used to have the urban legend of a Southern gentleman being polite until he was ready to murder you.

Personally, would have people be respectful to one another, but if they are not on close terms with another, they should make their relationship clear that they aren't friends.
