Unless there’s some statute that says you can’t put your hand below the divider in a bathroom stall, Craig should never have been questioned by the police. It is disorderly conduct to do such a thing, w/o legitimate justification, because it greatly annoy's people. Especially after it follows peeking in and an attempt to play footsie. It would have been justifiable to hand Craig a used TP sheet.
