Well, I just visited the official United States Customs and Border Protection website, and it appears at first glance that he is correct. Lots of stuff about stopping terrorism, nothing about immigration. Sounds like he is just following orders, and the person who needs to be fired is well above him.

Dude, Carillo didn't say that terrorists are the highest priority. He said they are the ONLY priority. Which means he did say that the Border Patrol does not enforce immigration and drug laws. Context has nuttin' to do with it.
