It should be known that these lease agreements carry non-compete clauses. Meaning, roads not owned by this lease cannot be kept in better or more accessable condition than their own.

Exactly. Real "free market" there, ain't it?

Not only that, but as we found out in Indiana, we can’t build any roads that would compete or harm the tollway’s business.
