The Bush administration has violated a 2004 congressional deadline for presenting the latest scientific research about global warming to lawmakers and the public and must submit its report by next spring, a federal judge ruled Tuesday.
Federal officials have "unlawfully withheld action they are required to take," preparing a new scientific assessment by November 2004 and a research plan by July 2006, said U.S. District Judge Saundra Brown Armstrong of Oakland. "Congress has imposed clear-cut, unambiguous deadlines for compliance."
A 1990 federal law requires the government to produce a scientific report every four years on climate change and its effects on the environment, including land, water, air, plant and animal life, and human health.
The Clinton administration issued the first report in October 2000, warning of severe effects on different regions. The Bush administration has not issued a report and, according to environmental groups that filed a lawsuit in November, has tried to bury the Clinton report.
"This administration has denied and suppressed the science of global warming at every turn," said Brendan Cummings, an attorney with the Center for Biological Diversity.
Administration officials were unavailable for comment on the ruling. When the suit was filed, a spokesman for the National Oceanic and Atmospheric Administration said the government had chosen other means of complying with the law: a series of 21 mini-reports on various aspects of climate change, issued over a two-year period.
The first of those documents, in May 2006, discussed temperature trends in the lower atmosphere but did not describe any potential effects on the environment.

So now it’s against the law not to submit flawed and bogus reports?
He's got a point. Any scientifically-minded Govt would make a point of ramming the Vostok ice-core graphs down Al Gore's throat every chance they got.
But of course he really means "the administration isn't producing the fake-science report that backs up our highly lucrative AGW delusion".
Not too difficult. There is no global warming.
Kind of like blocking public discussion of Muslim peace initiatives.
Unfortunately I think this judges hands are tied here. It is a simple thing, there is a law, whether we agree with it or not, and it isn't being followed.
Even a Conservative judge would have to come to the same conclusion as this judge did, either do the report or change the law that required it being done.
Most of the disciples of global warming are liberal Democrats who never have enough of our money and believe there are never enough regulations concerning the way we lead our lives.
That ought to be enough to give everyone pause, along with emerging evidence that the global warming jihadists may be more full of hot air than the climate they claim is about to burn us up.

There is no global warming and even if there is the slightest hint of it; it’s suppose to be there. I am offended and resent those who are scamming me and the public and making a lot of money or gaining power because of their scam.
I gotta wonder how long they are going to beat this dead horse (global warming).
The interesting thing is that the gov’t can appoint a high school student to produce the report and then issue the report. The law is obeyed and basically the dimwits who wrote this law...really didn’t know the first thing about science...so this is how stupid this whole thing gets.
The only reason they want this report to bash the Bush administration, if it comes out on their side of the debate they hold it up and scream that they admit in their own words that they are killing us knowingly. If it comes down on the other side they hold it up and scream that they are liars and frauds, and are knowingly killing us.
Pretty sad that we are stuck in a no win situation by a bunch of stinky hippies who have us over a barrel because of a law that can't honestly be followed with anything other than the truth - "We don't know"
