Sorry to be so slow on the uptake. A leak. CO in a pipe. I get it now. You are absolutely right. This is a great point, and a flaw in the story.

I would suspect that the leak is indeed a leak of an exhaust pipe leading to an industrial burner of some sort. Building boiler unit, perhaps.

OK, I just read the story. They were in a building and found unresponsive in their beds. This leads me to suspect that the building's heating system is the culprit, although it could be any system which burns stuff, such as an incinerator.

I also see several are in serious condition. That's bad, because prolonged exposure could lead to brain damage. Prayers out for these people!

Looks like gas water heaters. If so, I am surprised this doesn’t happen more often.
