Not sure of the law regarding the purchaser but if the seller is telling his buyer it’s crack and say it’s just a macademia nut chopped up or powdered sugar etc then the “dealer” can be busted.

Yes the dealer can be arested for distributing an imitation controlled substance. I popped a few folks for selling tootsie rolls as tar heroin only I was posing as the buyer or had a CI doing it. The buyer can, I suppose be arested for conspiracy to possess a controlled subtance but it would be a stretch.
