VOA Interview: Kissinger Calls Putin's Missile Offer a 'Bold' Proposal

Former US Secretary of State Henry Kissinger, in an article in the Washington Post, calls Russian President Vladimir Putin's proposal for NATO-Russian cooperation on missile defense a bold initiative.

He says cooperation on a joint missile defense system could be the forerunner for cooperation on other global issues.

Reagan wanted to scrap all nuclear weapons when he met with Gorbachev in Iceland. It was close. Gorbachev backed off.

I don’t think Putin’s proposal is about technology. IIRC he’s proposing using Russian systems (S-400s and S-300s). I think it’s about having a measure of control over the shield and ensuring that it’s not used to negate Russia’s nuclear deterrent. As a plus, it also increases Russia’s status in the world and could have a minor impact on their export sales.
