They did during the last year of the Clinton administration. But they weren't as blatant about it, nor did they come out and say they wouldn't confirm a Supreme Court justice.
In any case, President Bush can always recess appoint judges if necessary. If a Republican wins in 2008 then they can be renominated.
They gave Ruth “Buzzy” Ginsberg a pass. I don’t see anything changing with our Senatewimps.

With one "modification":
Any 'rat imposition of The Nuclear Option in the Senate will self-expire at the end of the current Senate term, so it could never be used by a _Republican_ Senate.
