It was pushed by Hazleton's Republican mayor Who also won the Democrat primary as a write in, while being on the Republican ballot. That was something you don't see everyday.

District Court judges are not supposed to make new law, rather they are supposed to follow judical precedent, even if they disagree with the end result, and let the appellate courts chart the course.
