No.
They were intended for aircraft, but were pressed into the anti-missile role in ODS back in 1991. Since then, the software, guidance and warheads have been revised to make them more appropriate for the anti-missile role.
But, they’re still anti-aircraft as a rule.

Producing a viable jet fighter is a very big step for Iran. It is a whole lot easier to expand and upgrade your native aircraft industry, than it is to establish that industry in the first place. The P35s, Curtis Hawks and Brewster Buffalos we were building in the late 1930s were not very good planes, compared to the ME 109.
Iran's Air Force doesn't plan to win an air superiority fight with the US Air Force. All they have to do keep out of such a fight, and upgraded F5s will let them dominate Iraq, Afghanistan and Pakistan, and (if their pilots are up to it) let them compete with the export model F16s of Turkey and F15s of Saudi Arabia.
