Santa Ana has created a new category of public nuisance: dogs that bark incessantly for no apparent reason.
And under the law, the owners of such dogs may have to pay.
The city has received nearly 1,000 complaints of noisy animals since 2001, but only three rose to the level of a criminal proceeding. The new law, adopted late Monday, allows the city to issue citations to the owners of barking dogs without pursuing a criminal case.

There are several states that have legislated that de-barking surgery is inhumane and thereby illegal. I believe California is one of them.

Let PETA take care of it. They'll end up in a dumpster instead.

Remember though the vocal cords heal after a few years and you have to do it again.
You don’t need to cut the vocal cords out to fix the problem. Just pinch them and it is still legal in California and it is a lot cheaper to.

The bark collars work, but they’re cruel and unusual, because, I think, they respond to noises other than barking giving the dog jolts every time a truck passes by. My pooch was miserable with one on, so we gave it to a friend of ours, whose dog promptly ran away with the bark collar on him!

They don’t bark all the time if they are with the rest of the ‘pack’ which is the family in the house.
The only “treat” a dog needs is a positive sounding voice and some petting when they respond appropriately.
If you hold it close to the cell phone users free ear and press the remote control, it does a pretty good job.
Yup, I got my first Papillon in 1982 and have had them ever since. They are the most successful Toy breed in obedience and in performance events. They’re marvelous trackers.
Spray her (aim for her ear) as you say, in your most no nonsense voice, “HUSH!!!”. I’ll bet you money this will work. It’s your tone of voice that is important. Mean what you say, and let your authority out in your voice. Once she shuts up, distract her with a toy and get her mind off whatever it is she’s barking at. At the first bark, you bark HUSH and let her have it with the water. If she alerts to something, (pricks her ears and looks alert) tell her good girl, but after the first bark, she needs to hush.
The flyswatter can be used by smacking the ground or wall right near her. I really don’t think you’ll need more than your voice and the spray bottle (put it on stream).
Good luck. They’re not made of porcelain, and they are very capable of learning self control.
One of my neighbors has The Invisible Fence. His dog always gets out, then won't go back home. I always tell him that he needs three layers of fencing, the first one hurts, and the second one hurts enough to knock it down.

You should look into your local ordinances and see if there is a pet count limit. Where I live it is 4, exceed that and you pay $1,000+ per animal. That'll get the neighbors pet count down quickly.

If you leave your dog outside all night long in a ‘burb’ its not the dogs fault, its the owners.
No different than not fixing the bad muffler on your truck. You own, its yours, and your responsibility.
