Yup, I got my first Papillon in 1982 and have had them ever since. They are the most successful Toy breed in obedience and in performance events. They’re marvelous trackers.
Spray her (aim for her ear) as you say, in your most no nonsense voice, “HUSH!!!”. I’ll bet you money this will work. It’s your tone of voice that is important. Mean what you say, and let your authority out in your voice. Once she shuts up, distract her with a toy and get her mind off whatever it is she’s barking at. At the first bark, you bark HUSH and let her have it with the water. If she alerts to something, (pricks her ears and looks alert) tell her good girl, but after the first bark, she needs to hush.
The flyswatter can be used by smacking the ground or wall right near her. I really don’t think you’ll need more than your voice and the spray bottle (put it on stream).
