Terrorists, especially the religious ones, do not mind dying, so weakness does not play a part in them wanting to talk

Case in point: Ahmadinejad's ranting is designed to cover up Iran's economic problems, the regime's unpopularity with many Iranians, and buy them time for nuclear bomb development!

I think it was Sun Zu who postulated the fight-fight, talk-talk strategy. When you are strong, fight your enemies; when you are weak negotiate....until you are strong!
