Troops Nab 48 Suspects, Kill One Insurgent in Iraq

WASHINGTON, July 25, 2007 – Combined Iraqi and U.S. forces captured 48 suspected terrorists, killed one insurgent and seized weapons and bombs in Iraq over the past three days, military officials said.
During an operation today in Tarmiyah, troops detained 10 suspected terrorists. The detainees have alleged ties to an al Qaeda in Iraq leader known for coordinating car-bomb attacks in Baghdad.
Coalition forces netted six suspected terrorists in coordinated raids in Samarra today. During one operation, troops detained five individuals who allegedly are associated with al Qaeda leaders in central Iraq responsible for helping foreign terrorists move into the country. In a separate operation there, coalition forces detained one suspected terrorist who officials said is a close associate of al Qaeda leaders in Baghdad.
During raids targeting key al Qaeda in Iraq leaders in Mosul this morning, coalition forces nabbed three suspected terrorists. One is believed to be the al Qaeda in Iraq administrative emir for Mosul, military officials said.
Elsewhere, troops apprehended one suspected terrorist today during a raid targeting the al Qaeda in Iraq network in Baghdad.
“With every operation coalition forces conduct, we are further degrading and destroying the al Qaeda in Iraq network,” said Army Maj. Marc Young, a Multinational Force Iraq spokesman. “Al Qaeda and its foreign leadership seek only to bring violence and fear to the Iraqi people in its attempt to prevent a secure and democratic Iraq.”
In Baghdad on July 23:
— Iraqi security forces and U.S. Special Forces advisors detained 13 suspected al Qaeda members during two operations near Baghdad. Eight suspects are linked to an al Qaeda cell involved in sniper operations and death squad activities near Hayy Aamel. The five others reportedly are involved in al Qaeda sniper and death squad activities near Tib, military officials said.
— A series of five explosions killed 11 Iraqi civilians and wounded 20 others in central and eastern Baghdad. Those wounded in the attacks are receiving medical treatment.
— Apache crews from Multinational Division Baghdad teamed with ground forces to disrupt an insurgent attack north of Baghdad. A ground patrol later seized four insurgents involved in the fighting and confiscated nine handguns, ammunition and explosive-making materials.
— Troops captured three suspected insurgents and recovered a weapons cache in eastern Baghdad’s Adhamiyah district. The stockpile contained eight mortar rounds, five rocket-propelled grenade launchers and three rockets, seven grenades, and 1,800 rounds of small-arms ammunition. An explosive ordnance disposal team removed the cache.
— Multinational Division Baghdad troops seized a large cache containing mortar tubes, munitions and significant amounts of homemade explosives in the southern portion of the Iraqi capital. An explosive ordnance disposal team destroyed the cache in place after troops cordoned off the area.
— Two children died, and a woman and her daughter were injured after mortar rounds, believed to be fired by al Qaeda operatives, landed in the village of Awad. Multinational Division Baghdad soldiers responded, and the wounded girl and her mother were immediately evacuated via helicopter to a coalition combat support hospital after receiving immediate care at the patrol base.
Elsewhere in Iraq on July 23:
— Iraqi Security Forces killed an al Qaeda cell’s senior leader and detained seven suspected insurgents in a series of early-morning raids at a terrorist training camp northeast of Karmah.
— Combined Iraqi and U.S. troops operating near Hillah detained a key member of Jaysh al-Mahdi, a rogue militia group. The suspect allegedly is responsible for emplacing improvised explosive devices and explosively formed penetrators that killed several coalition force members when the explosives detonated along Iraqi and coalition force supply routes.

Terrorists’ Weapons Being Found in ‘Remarkable Numbers,’ Admiral Says

WASHINGTON, July 25, 2007 – The surge of American forces in Iraq has brought about tangible results on the ground, a U.S. military spokesman said during a news conference today in Baghdad. (Video)
Within the past few days, numerous operations have resulted in the discovery of a “remarkable number” of arms caches in areas throughout Iraq, said Navy Rear Adm. Mark I. Fox, a spokesman for Multinational Force Iraq.
During routine offensive operations July 23, forces discovered nine weapons stockpiles containing 391 mortar rounds, 252 rockets, 21 rifles and pistols, 28 grenades, and multiple homemade weapons, including 475 gallons of nitric acid and 5,000 pounds of fertilizer, he told reporters.
“We are seeing increasingly positive trends in the number of weapons and explosives being taken from the enemy,” Fox said. “Forces have seized more weapons caches in the first half of 2007 than all of last year.”
The reason for the “dramatic increase” is the volume and accuracy of tips coming from local Iraqi citizens, the admiral said. More than 2,300 tips are coming in to coalition and Iraqi forces on a monthly basis — four times greater than at the same time last year
Local Iraqis are able to lead forces to weapons stockpiles that couldn’t be found otherwise, he said.
Fox said the increase is a result of how coalition and Iraqi security forces are “holding the initiative” by pressuring terrorists, keeping them off balance and constantly being on the move with a mobility and reach that exceeds that of the past four years.
“The combination of surge forces, of increasing local intelligence, growing pressure on the enemy, and the removal of (enemy) sanctuaries reflects, once again, units in the ‘pursuit phase’ of Phantom Thunder,” Fox said.
Iraqi security forces are key partners in the effort, as well, Fox said. He told reporters of an Iraqi pilot who thwarted the piracy of Iraqi oil by thieves during an Iraqi security force operation last week.
“We often speak of one team, one mission,” he said. “(Multinational Force Iraq), Army Corps of Engineers and our Iraq counterparts have literally linked arms to do just that.
“The way forward requires more than just military success,” Fox said. “We’re committed to working side by side to support the Iraq government’s effort provide a secure, stable and self-governing nation.”

Senior gov’t official: Israel ‘not far’ from meeting with Saudis

Israel is “not far from a photo op with the Saudis,” a senior government source said Wednesday following a historic visit to Jerusalem by the foreign ministers of Egypt and Jordan as representatives of the Arab League.
The source added that talks with the Saudis have been taking place via a third party for some time.
Egypt’s Ahmed Aboul Gheit and Jordan’s Abdelelah Al-Khatib came to promote the Arab peace initiative, which the Arab League summit in Riyadh reaffirmed earlier this year. The two met with Prime Minister Ehud Olmert and Foreign Minister Tzipi Livni and also visited the Knesset.
During the meeting, Olmert stressed the importance of other Arab countries joining the peace process, referring mainly to Saudi Arabia. . .

“Virginia Jihad” Member Sentenced to 121 Months in Prison
(Alexandria, VA) - Sabri Benkahla, age 32, of Falls Church, Virginia, was sentenced today to 121 months in federal prison, and ordered to pay a $17,500 fine after he was convicted in February 2007, by a federal jury on one count of perjury before the grand jury, one count of obstruction of justice with respect to the grand jury investigation, and one count of making false official statements to the FBI. Chuck Rosenberg, United States Attorney for the Eastern District of Virginia, and Joseph Persichini, Jr., Assistant Director in Charge, Washington Field Office, Federal Bureau of Investigation (FBI), made the announcement after Benkahla was sentenced by United States District Judge James C. Cacheris. The 121 month sentence was based in part on a finding by Judge Cacheris that Benkahla’s offenses resulted in the obstruction of an investigation into federal crimes of terrorism.
This investigation arose as part of the investigation of individuals attending the Dar al Arqam Islamic Center in Falls Church, Virginia. In June 2003, Benkahla and ten others were indicted by a grand jury in Alexandria for conspiring to commit various offenses including mounting expeditions to attack India in Kashmir and Russia in Chechnya in the course of training for jihad in Virginia and Pakistan. Among the defendants, Masaud Khan, Seifullah Chapman, Randall Royer, Ibrahim Al-Hamdi, Mohammed Aatique, Yong Kwon, and Khwaja Hasan, were alleged to have attended jihad training camps operated by the Pakistani terror group, Lashkar-e-Taiba, in 2000 and 2001. In September 2003, in a superseding indictment, Khan and Royer were charged with conspiring to wage war against the United States, aid the Taliban, aid Al-Qaeda, and Khan, Royer, Chapman, and Hammad Abdur-Raheem were charged with providing assistance to the Lashkar-e-Taiba; in that same indictment, Sabri Benkahla was charged with supplying services to the Taliban, and using a firearm in furtherance of that offense in connection with his alleged participation in a jihad training camp in Afghanistan in July 1999.
After Benkahla’s motion to sever his case from that of his co-defendants was granted, he was tried separately. A bench trial was held in March 2004, and United States District Judge Leonie M. Brinkema acquitted Benkahla.
Following his acquittal, Benkahla was granted statutory immunity. Pursuant to his immunity agreement, he testified twice before the grand jury, and submitted to interviews with the FBI. Benkahla testified before a grand jury in Alexandria in August 2004 and again in November 2004, and was asked about the circumstances of his participation in jihad training camps or combat in Afghanistan or Pakistan in the summer of 1999. He further was asked about individuals that he knew who had participated in such jihad training or combat, or individuals he knew due to their connection to terrorism. These individuals included eight individuals from Dar Al-Arqam who either obtained jihad training from Lashkar-e-Taiba or otherwise associated with the group in Pakistan, another from Dar Al-Arqam who joined Al-Qaeda in Saudi Arabia in 2003, two specially designated global terrorists, and an individual suspected of being an aide to Abu Musab al Zarqawi and affiliated with Al-Qaeda of Iraq.
Of the individuals associated with Dar Al-Arqam, Randall Royer and Ibrahim Al-Hamdi attended jihad training camps run by Lashkar-e-Taiba in Pakistan in 2000. Seifullah Chapman was at those camps on 9/11; Yong Kwon, Khwaja Hasan, Muhammed Aatique, and Masaud Khan left the United States to go to those camps immediately after 9/11 upon the urging of Ali Al-Timimi in order to obtain training to fight against the American troops they expected soon to invade Afghanistan. In 2002, Ahmed Abu Ali joined Al-Qaeda in Saudi Arabia.
Lashkar-e-Taiba was designated a terrorist organization by the United States in December 2001. After that time, Ali Asad Chandia, Masaud Khan, and Seifullah Chapman assisted Lashkar-e-Taiba official Muhammad Ajmal Khan in his attempts to acquire for the organization materials including software to control an unmanned aerial vehicle, kevlar, and night vision goggles.
In February 2007, Benkahla was convicted of making materially false statements both in his grand jury appearances in 2004, as well as to the FBI in 2004. These false statements included his denial of his involvement with an overseas jihad training camp in 1999, as well as his asserted lack of knowledge about individuals with whom he was in contact.
During trial, it was revealed that the grand jury and FBI sought in 2004 to question Benkahla about his contacts with Ibrahim Buisir of Ireland, and Manaf Kasmuri of Malaysia, both of whom are designated by the United States as Specially Designated Global Terrorists, as well as those with Ahmed Abu Ali, his friend and fellow student at the Islamic University of Medina, until both were arrested by Saudi authorities in June 2003. Further, the trial revealed that the grand jury and FBI sought to question Benkahla about his contacts with an individual suspected of being Malik al-Tunisi, a facilitator for the al-Zarqawi terrorist network in Iraq.
The trial also for the first time publicly revealed that, in 2004, Masoud Khan told the FBI that Lashkar-e-Taiba had previously solicited him to case a chemical plant in Maryland.
A total of twelve individuals have been convicted in connection with this case; one defendant, Caliph Basha Abdur-Raheem, was acquitted at trial in 2004. Moreover, cooperating witnesses in this case have testified in successful terrorism prosecutions of Faheem Lodhi in Australia, Willie Brigitte in France, and Mohammed Ajmal Khan in the United Kingdom.
Those previously sentenced include:
- Ali Al-Timimi - a US citizen - July 13, 2005, to life in prison for soliciting treason, and counseling and inducing others to wage war against the United States, and use firearms and explosives in furtherance of those offenses.
- Masaud Khan - a US citizen - July 29, 2005, to life in prison for conspiring to wage war against the United States, providing material support to Lashkar-e-Taiba, and using automatic weapons in furtherance of crimes of violence.
- Seifullah Chapman - a US citizen - July 29, 2005, to 65 years in prison for conspiring to provide material support to Lashkar-e-Taiba, violate the Neutrality Act, use firearms in furtherance of crimes of violence, and using an automatic weapon in furtherance of crimes of violence.
- Ahmed Abu Ali - a US citizen - March 29, 2006, to 30 years in prison for conspiracy to provide material support to al Qaeda, providing material support to a al Qaeda, contributing services to al Qaeda, receiving funds and services from al Qaeda, conspiracy to assassinate the President of the United States, conspiracy to commit aircraft piracy, and conspiracy to destroy aircraft.
- Randall Royer - a US citizen - April 9, 2004, to 20 years in prison for aiding and abetting the use and discharge of a firearm during and in relation to a crime of violence, and of aiding and abetting the carrying of an explosive during the commission of a felony.
- Ibrahim Al-Hamdi - a Yemeni national - April 9, 2004, to 17 years in prison for unlawfully possessing a firearm, possessing a firearm during and in relation to a crime of violence, and with carrying an explosive - specifically, a rocket-propelled grenade -during the commission of a crime.
- Ali Asad Chandia - a US citizen - August 25, 2006 to 15 years, for conspiracy to provide material support to Lashkar-e-Taiba, and providing material support to Laskar-e-Taiba.
- Yong Ki Kwon - a naturalized US citizen - November 7, 2003, to 11 years, 6 months for conspiracy to commit an offense against the United States, use of a firearm in connection with a crime of violence, and transferring a firearm for use in a crime of violence.
- Khwaja Mahmood Hasan - a naturalized US citizen - November 7, 2003, to 11 years, 3 months in prison, for conspiracy to commit an offense against the United States, and use of a firearm in connection with a crime of violence.
- Muhammed Aatique - a Pakistani national - December 12, 2003, to 10 years, 2 months, for aiding others in commencing a military expedition against a friendly nation, and using and discharging a firearm in relation to a crime of violence.
- Hammad Abdur-Raheem - a US citizen - July 29, 2005, to 52 months in prison for conspiring to provide material support to Lashkar-e-Taiba and violate the Neutrality Act. Abdur-Raheem is pending resentencing because the United States Court of Appeals for the Fourth Circuit granted the government’s appeal from the district court’s decision to sentence Abdur-Raheem substantially below the applicable sentencing guideline range.
- Donald Thomas Surratt - a US citizen - November 7, 2003, to 3 years, 10 months, for conspiracy to commit an offense against the United States, and transporting a firearm in interstate commerce with reason to know a felony would be committed with it.
The case was investigated by the Federal Bureau of Investigation. Assistant United States Attorney Gordon D. Kromberg and Department of Justice Trial Attorney John T. Gibbs prosecuted the case for the United States.

CHAMAN: Some unknown persons in Chaman area killed the Taliban Commander in Afghanistan Mullah Naimatullah and other 2 Uzbek Nationalists here on Wednesday. According to a private television channel, Taliban Commander in Afghanistan had come to Chaman a day before to meet his brother. When he was going back, the unidentified persons opened fire on him, which resulted in his death on the spot.
The SHO Chaman told a private television channel that his family has not demanded his death body yet. The SHO also told that the unidentified persons board on Pickup have also killed 2 Uzbek Nationalists on Chaman National Highway on the place of Zara Band and threw their dead bodies on the road.
He further told that 15 Uzbek Nationalists were on board the Pickup in which 13 persons are missing for which the search is going on. The dead bodies of 2 Uzbek Nationalists were sent to the hospital for identification. After this incident, the security has been put on high alert in the Chaman and its adjacent areas.

An explosion and fire hit a major gas pipeline in northwest Russia early on Thursday but it was unclear if exports were affected, officials and witnesses said.
