“The Enemy Within: Where Are the Islamist/Jihadist Websites Hosted, and What Can Be Done About It?”
ARTICLE SNIPPET: “Today, in a briefing on Capitol Hill hosted by Rep. Gary Ackerman (D-NY), chairman of the House of Representatives Foreign Affairs Subcommittee on the Middle East and South Asia and Rep. Mike Pence (R-IN), ranking member of the Subcommittee on the Middle East and South Asia, MEMRI’s president Yigal Carmon spoke about Islamist/Jihadi websites.
The briefing was based on a study prepared by MEMRI which highlighted the fact that all Islamist/Jihadi websites are hosted by Western - primarily American - Internet Service Providers (ISPs). The study also discussed the question of what can be done about it, and stressed the fact that most - if not all - ISPs do not know what is the content of the websites they are hosting, due to the language gap, since most of these websites are in Arabic.
During the briefing, MEMRI announced that it is taking upon itself a public service - offering ISPs that want to know about the content of the sites they are hosting information regarding those sites within 7-10 days, so they can make an informed decision on whether they want to continue hosting these sites.
ISPs can now access the MEMRI Public Service Guide (MEMRI PSG) through a dedicated webpage, www.MEMRIPSG.org and submit their questions.

PRESS RELEASE SNIPPET: “FORWARD OPERATING BASE DELTA, Iraq Iraqi border guards led Coalition Forces to two weapons stockpiles near the Iranian border, a sign they are taking steps to secure their nation.
Iraqi border guards from the 1st Battalion, 2nd Brigade, 3rd Region Department of Border Enforcement led members of U.S. Border Transition Team 4321, known as Team Nomad, to a stockpile of 35, 122mm rounds July 13, during a patrol in Dehnuk, Iraq, near the Iranian border.
The weapons were staged to be sold or moved to insurgents, according to Col. Mark Mueller, team leader for BTT 4300. Weapons are often collected at one location and then smuggled into al Kut, he said.
The Iraqi border guards led Team Nomad to a second weapon stockpile July 14 along the Iraq/Iranian border.
The stockpile consisted of six 122mm rounds, five RPG-7 grenades, 10 81mm mortar rounds, and six 60mm mortar rounds.
All of the weapons are believed to be leftover from the Iran and Iraq War and were destroyed during control detonations by the Khazakstani Explosive Ordnance Team, Coalition partners also serving at FOB Delta.”

Coalition Forces Capture High Value Terrorist with Ties to IRGC-QF
BAGHDAD, Iraq Coalition Forces captured a suspected terrorist with close ties to the Iranian Revolutionary Guards Corps-Qods Force (IRGC-QF) in a raid Thursday in Kharnabat near Baqubah.
No shots were fired when Coalition Forces conducted a raid to capture or kill a highly-sought operative with connections to senior leaders of the IRGC-QF. The captured terrorist is suspected of facilitating the transport of weapons and personnel from Iran into Iraq. The captured terrorist is also believed to have facilitated the flow of deadly Explosively Formed Projectiles (EFPs) into Iraq from Iran to be used against Coalition Forces.
During the raid, Coalition Forces confiscated a large sum of U.S. currency, weapons and photographs of juveniles with weapons.
Coalition troops continue to conduct successful raids to capture terrorists who bring EFPs and other lethal aid into Iraq, said Maj. Marc Young, MNF-I spokesperson. We remain committed to dismantling terror networks that seek to kill innocent Iraqis and Coalition Forces.

That’s a little scarry.

LODI, Calif. -- A public storage facility located at 740 N Cluff Ave., in Lodi, Calif., was served a search warrant on Thursday for explosives, police said. Police said they searched a large storage shed on the premise in which a box marked "explosives" was found and removed.
They said they also found two rockets that they said seem to have come from a Russian aircraft, related to ejection seats. They said they obtained the warrant based on a tip that there were plastic explosives in the storage unit.
They said they believe they know the identity of the owner of the explosions, but they said they won't release his name because they said they believe he is a transient. Police said they are searching for more explosives by using a bomb robot.

Rafah under curfew after bomb threat (Egypt)

Authorities imposed an indefinite curfew on Egypt's border town of Rafah Thursday following unconfirmed reports that Palestinian gunmen planned to blow up a border wall to allow thousands of Palestinians stranded on the Egyptian side to return home, a police official said.
Thousands of police and security forces also were deployed at Rafah and roads leading to the town were sealed off, said the official, who spoke on condition of anonymity because he is not authorized to speak to the media.

PEORIA, Ill. - The 37-year-old computer science student was racing against a deadline. Just one day after picking up his visa from the U.S. Embassy in Qatar, he boarded a plane with his wife and five small children. The family flew to Chicago, caught a night's sleep at an airport hotel, then squeezed into a taxi for a 200-mile ride through farm country to Peoria.
That morning in New York, the twin towers were coming down. Within weeks, a string of tips would lead FBI agents to the doorstep of the student, Ali Saleh Kahlah al-Marri. They eventually came to believe that he was al-Qaeda's senior operative in the United States, a sleeper agent who made an unexplained one-day trip to New York City in the summer of 2000 and who was planning a second wave of attacks.
Yet after more than five years of imprisonment, Marri remains a curiously unknown figure. The investigation of his activities has been shrouded in secrecy. The Sept. 11 commission deliberately left his name out of its 567-page report. President Bush named him an enemy combatant in 2003 -- the only foreigner arrested on U.S. soil to be so designated -- but public attention has focused largely on his rights as a wartime captive.
In a commencement speech in May at the Coast Guard Academy, Bush mentioned Marri for the first time, hinting at why investigators have been so intent on learning what he might know about other sleeper agents. The president said the intelligence community believes that among Marri's potential targets were "water reservoirs, the New York Stock Exchange and United States military academies such as this one."
Marri maintained his innocence during interrogation sessions early in his confinement, his lawyers said. The Pentagon, which last year called Marri a "continuing grave danger to the national security," stopped questioning him after the Supreme Court ruled in 2004 that alleged enemy combatants held in the United States have a right to counsel. He remains at a Navy brig in Charleston, S.C., waiting for the outcome of the battle over his status.
Beneath the legal maneuvers are mysteries that Marri has never addressed:
What was behind his travels between Qatar, Saudi Arabia, Afghanistan and the United States? What was the purpose of his computer research on hacking, and on how to buy and mix large quantities of chemicals into deadly hydrogen cyanide gas? Why did he possess more than 1,000 stolen credit card numbers? Does he have a connection to Dhiren Barot, the now-jailed British al-Qaeda leader who plotted to blow up buildings in the United States and England, and who may have inspired last month's attempted car bombings in London and Glasgow?
And was he rushing to the American heartland on Sept. 10, 2001, on orders from Osama bin Laden, or to beat the cutoff date for college enrollment?

ISLAMABAD: Islamabad is set to take up with Kabul the issue of 171 RAW-trained Afghan terrorists who intelligence agencies say sneaked into Pakistan two months ago and are yet to be traced. Intelligence agencies suspect that these Afghans were involved in the recent spate of suicide bombings in Pakistan.
Sources told Daily Times that intelligence agencies informed a meeting chaired by Interior Minister Aftab Ahmed Khan Sherpao on Wednesday that 25 of the 171 Afghans had links with RAW agents in Indian consulates at Jalalabad and Kandahar. The sources said that the Afghans had crossed the border via Torkham and Chaman two months ago and had spread in the settled areas of the NWFP, Sindh and Punjab for suicide bombings.
The sources said that the intelligence agencies ruled out Al Qaedas role in the recent terrorist incidents and held the RAW network responsible for the suicide bombings in Islamabad, NWFP and other parts of the country. The sources said that the government had decided to take up this issue with the Afghan government through diplomatic channels. They added that the Foreign Office representative present at the meeting had been asked to prepare a draft of all evidence of RAW activities for taking up the matter with the Afghan government.

Lal Masjid student says she will work for jihad

LAHORE: BBC Urdu has conducted the first in-depth interview with one of the Islamic militants who were holed up inside Lal Masjid in Islamabad. For six months, the mosque complex which also housed a womens madrassa and a childrens library had been occupied by Islamic militants, among them children and several hundred women. One of them was an 18-year-old girl the eldest of seven children from a village in the Punjab. She spoke to a reporter from BBC Urdu at her village this week.
Below are selected quotes from the interview.
On the thoughts of her family: I was not in contact with my family. The last time I contacted them, I told them that the army would not start an operation. They asked me to come back but I said I would never come back as I wished to be martyred. My brother said that he would force me to return, but I told him that he could be beaten up if he came near the madrassa. (She refused to leave the mosque but about 430 women and children left the mosque on July 4, after troops lay siege to the complex.)
A girl who came with us was taken home forcibly. She was crying and told the teacher that she didnt want to go back. The teacher asked her to go back with her parents. We felt sorry for her as we came here with the passion of jihad and to preach Islam and now, because there was a problem, the girls had gone back. We did not appreciate the parents behaviour. The teacher said that no one was being stopped from going home and she asked parents to go and find their children to take them home. Very few girls left because they were afraid those who left were either minors or they forced to leave by their parents.
As the assault by the Pakistani troops intensified: We were shocked that they cut off the electricity and also cut off the water and gas supply. What could we do? We were only praying to God to show them the right path. They were throwing teargas shells in large amounts. We were continually cleaning our eyes with salty water. Glass windows were breaking, doors were breaking. We couldnt sleep, sometimes one would sleep for an hour, or half an hour, the others would stay awake. That way we managed. On July 10, the last day of the battle: We wanted to carry out suicide attacks. We asked the teacher to provide us with arms necessary for suicide attacks. She said that we didnt have sufficient explosives. Yes, we had a passion and we were willing to go to all lengths. We had been told by our teacher that they had put explosives in the building and that we shouldnt die in this manner, but come outside to face the bullets or even surrender. It was better to come out rather than die under the debris.
The final assault by the troops on the mosque: We came outside with our hands raised and saw that the doors were closed and they were on the roof. There was no way to leave. We told them that we had surrendered and they should not shoot at us. A policeman showed us the way out and finally, we were taken outside. They took us to another room and gave us food. We were crying a lot because the Qurans were burning inside Lal Masjid, which was on fire. We pleaded to them to let us take the Qurans. We were sad to see Qurans being burnt in front of our eyes. At sunset we were told that we were going to be sent home, and at night, we left the area.
On returning home to her village: After meeting my father, I was overcome by grief as I had gone hoping to be martyred, but came back alive. Now theyve attacked the mosque and Jamia Hafsa. I wish the whole country has Lal mosques. I will work for jihad, and open a madrassa and train people for jihad.

Intelligence agencies to identify troublesome madrassas

ISLAMABAD: The government has directed the intelligence agencies to identify the madrassas involved in militancy and spreading hate material across the country to contain the recent wave of extremism. Sources told Daily Times on Thursday that there were about 17,000 madrassas in the country and the agencies would need four to six months to complete their task and submit a report to the Interior Ministry.
The sources said the agencies would investigate the madrassas links with militants and would check whether any madrassa was preparing children for militancy. The sources said the decision in this regard was taken at a meeting of the National Security Council on June 4 with President General Pervez Musharraf in the chair. Interior Minister Aftab Ahmad Khan Sherpao briefed the meeting about increasing militancy in the country.
The sources said that the Interior Ministry had a list of 20 madrassas that were involved in militancy across the country, but it was felt that the information gathered by the intelligence agencies and provincial home departments was incomplete and should be verified.

TORONTO VisionTV says it will monitor one of its shows more closely after it broadcast a lecture by an Islamic preacher who said scripture requires Muslims to either fight jihad or finance it. The multi-faith channel, available in 7.8 million Canadian homes, said it took the precaution following a complaint about last Saturday's broadcast of a lecture by the Pakistani fundamentalist.
In the hour-long talk, Israr Ahmad said, "Jihad in the way of Allah, for the cause of Allah, can be pursued either with your financial resources or your bodily strength when you go to fight the enemy in the battlefield.

Algeria: Army 'arrests 65 militants linked to al-Qaeda'
Algiers, 20 July 2007 - Algerian security forces are conducting an ongoing military operation in northern Algeria which 65 militants allegedly linked to al-Qaeda have been arrested in the Maghreb region of north Africa. According to security officials quoted in local media, the Islamic militants were surrounded in the mountains of Yakouren, 150 kilometres from Algiers.
In an ongoing operation to rout terrorists, security forces were said to be pummelling the area with heavy artillery said the Algerian daily, El Chourouk. Of those arrested, three were reportedly recognised in an al-Qaeda video aired on the internet in late June.
Among the militants found in thick forest was Abdelqader Benhadj, was the son of the former second in command from the outlawed political organisation, the Islamic Salvation Front (FIS). His father Ali Benhadj, a former Islamic preacher and a founder of the FIS reportedly disappeared last year without a trace. Despite claims that the authorities had abducted him, local news sources said he recently appeared in a propaganda video prepared by a militant group.

CANTON - Authorities were investigating a suspicious package found this morning outside Fawcett Stadium near the Pro Football Hall of Fame, city police said.
Bomb sniffing dogs were being sent to the scene. Further details were unavailable. The Hall of Fame is open.

Two men held in Bristol after chemical found (U.K.)

Two men have been arrested under the Terrorism Act 2006, after police found two containers maked 'hydrogen peroxide', the chemical used in July 7 London bombings, at their flat. Police found the two 25 litre vessels in a flat they were searching as part of a drugs inquiry.
Officers from Avon and Somerset Police arrested the two men, one of Afghan origin and one from Somalia, on Wednesday evening after searching a flat in Stapleton Road in the Easton area of the city. "There is a heightened vigilance with the general terrorist threat and that has sparked our inquiry as to why someone would ostensibly be in possession of up to 50 litres of hydrogen peroxide," Steve Mortimore, Assistant Chief Constable of Avon and Somerset Constabulary, said.
"If it turns out to be 50 litres of industrial strength hydrogen peroxide, then clearly there are some questions to answer," he said. "We've got one man from Afghanistan and one man from Somalia." The chemical had been taken away for forensic tests.

Islamist denies plot to overthrow Moroccan king

Rabat: A Moroccan Islamist charged with leading a cell that plotted to overthrow the country's monarchy yesterday said the accusations were trumped up. Taking the witness stand for the first time after almost a year behind bars, Hassan Khattab said he only knew a handful of the 49 other suspected members in the courtroom in Sale near the capital Rabat.
"The United States is imperialist," he said. "I say to Bush we are coming to attack you. One day we will manage to wipe you out."
The 50 have been behind bars since they were rounded up in swoops on five towns in August last year and charged with belonging to a terrorist cell named Ansar Al Mehdi (Mehdi Partisans) that undermined public order and collected money to fund attacks.
Prosecutors say they wanted to topple the monarchy and set up an Islamist state. If convicted, they face up to 30 years in prison. "I have nothing in connection with most of these people," Khattab said.

Morocco arrests two reporters and army officer over leaked Al Qaida plot

Rabat: Morocco authorities detained two journalists and put an army officer under arrest over what the government described as leaked top secret intelligence information over an Al Qaida plot, officials said yesterday.
"The Royal Armed Forces officer was put under arrest later on Thursday and several other officers have been heard over the case," said a government official. The unnamed officer will go on trial when the probe into the leak of the information was completed, he said.
Two journalists were detained for publishing the information in the Arabic-language weekly Al Watan Alaan (The Homeland Now) last week. "Al Watan managing director Abul Rahim Ariri and journalist Mustapaha Hourmat Allah are still in police custody since their arrest on Tuesday," Al Watan reporter Mounir Ketaoui said.

“Terror arrests substance was oil”
ARTICLE SNIPPET: “Two men arrested under the Terrorism Act have been freed without charge after a suspicious substance was identified as “non-hazardous” oil.
The men were held after police searched a Bristol flat and found two 25-litre (5.5 gallon) containers labelled as holding hydrogen peroxide.
The discovery had led officers to suspect a link to terrorist activities.
One of the men is from Afghanistan and in his early 20s, while the other is Somali and in his early 50s.
The substance in the containers at the flat in Stapleton Road, Easton, is thought to be vegetable oil.
Police said the Afghan man had been bailed in connection with allegations of possession of class A drugs, and theft.
‘Appropriate’ response
The incident began on Wednesday night, when the man was arrested in the centre of Bristol on suspicion of a drugs offence.
In a follow-up search, police found the two containers, and the second man was arrested.
Forensic analysis by a Home Office scientist then found the substance inside the containers was an oil-based liquid which was not dangerous.
Police are still investigating how the containers came to be at the flat, and where they came from.”

Detectives also found about a pound of a powdery substance that had not been identified by Thursday evening, Price said. A sample will be sent to a lab for further testing, while the remaining powder was destroyed, he said.”
