Scotland Yard told Kelly that it was sophisticated in design and not easy to make this type of bomb work. They were convinced that what they diffused would have worked all too well.

there is the rub - "not easy to make it work". I can find the design on the net in a heart beat, but getting it to work is a problem. During WW2 our guys used something called Foo Gas. Very effective but no where near a "huge explosion".

My guess is one was set to go off first and the other was set to go off after the police, fire department, and medical staff arrived. This would end up causing the most casualties than if both went off at the same time.
A third might also be located in the area just in case one was found before it could be detonated.

Excuse me but 60 liters of gasoline and a coupla pounds of explosive do not make a massive bomb. This smells like amateur night at the follies. Take 60 liters of gasoline, use a couple of pounds of explosives to spray the gas around a crowded area, and you have a quite impressive fireball which would kill lots of people
From another thread, the driver of the first car lost control, hit some trash bins, and ran off on foot. I'm guessing the plan was to crash the car into the front of the nightclub before setting it off inside the nightclub. Visualize a wall of flaming gasoline in a crowded nightclub

No I didn’t. It is VERY difficult to get the desired effect from a FAB. If it had gone up there is a very large chance it would be nothing more than a VERY large car fire. In order to make it work properly you must have a second detonation AFTER the fuel is vaporized. Propane is funny stuff, in large quantities it can be very hard to get it to explode. Now if you tell me that they had wrapped heaters around the propane cylinders and held them at 125F AND had solved the second detonation problem THEN they may have had a significant device. Go to the Future Weapons website and look at the sequence about FAB’s it says it all.

I suspect the timing of this was an attempt to cow the new PM, just as al-Qaeda managed to intimidate the Spanish government at a critical and politically sensitive point in Spain’s election cycle.
It might work, because Gordon Brown has stacked his new cabinet with Surrendercrat-types like that panty waste new Foreign Secretary who can’t wait to abandon the UK’s contributions to the War on Terror.
