What are the Procedures after Cloture on S 1639?

Posted on 06/26/2007 10:48:05 AM PDT by Francis

Question: What are the House and Senate rules if the Senate approves the bill, S 1639, later in the week?

Starting today, after the cloture vote earlier, there will be 30 hours of discussion on the 20-25 amendments that were added to HR 1348, which is now called S 1639 with all the new amendments.

Then there will be a Cloture vote on Thursday, if that cloture vote passes, then the bill, S 1639, will go to the Senate floor for a final vote.

If it passes the Senate, then does it go back to a Joint Conference Committee of the House and Senate? and Then will it require the house to vote and approve this S 1639. Or is the Joint Conference Committee final? Say it passes the Joint Conference Committee, does it then go to the President for signature or to the House for another vote, before it goes to the President for signature?

They will sneak this thru like they did with the Federal Reserve act during Wilson administration.

After this bill passes, the Communists (Democrats) will forever hold the majority because all these ILLEGALS, who will have been given the same rights as you and I, will vote for the commies en mass. Then they will squash talk radio and any form of free speech by those who oppose them.

That is what this really boils down to.

If the Senate passes it, the House would have to pass its own immigration bill, after which it would move to a conference and both houses of Congress would have to have another, final vote on the conference version. Or the House could pass the Senate bill unchanged, verbatim, in which case they would not need to go to conference on it. It would just go to Bush’s desk.

OK, I'll take a stab at it. This is a bill like any other, so...from here it gets the limited debated on the amendments McConnel and Reid picked out. Then, there's another cloture vote, which will probably pass because it'll have shiny new amendments that enough Senators can support. After passing that, it'll get the 51 votes required pretty easily and it goes to the House. The House is not a friendly place for this bill, so expect more amendments.

Assuming it passes the House with a simple majority vote (not at all for sure!), it will go to the joint House/Senate committee for reconciliation. Trent Lott has assured the bill's supporters that all the shiny amendments that got the bill past the cloture vote will be stripped 8:00 AM, Day One of the committee meeting (which is not public). When the reconciled bill hits the Senate floor, only up or down vote, and no filibuster will be allowed.

Senators who were bought off on the cheap with the amendments can go ahead and vote against the bill, but it will pass with the simple majority required.

I agree with you 100%. If it weren’t so serious, and so sad, it would be funny to note that some Republicans are cutting their own career short for money.

For Republicans in California the procedures consist of going to the Secretary of State’s web site, downloading the Voter Registration Application (http://www.sos.ca.gov/elections/english.pdf), filling it out with “Decline To State” in Box 7 and mailing it in to the CA SOS.

It all boils down to “Its Not Over Tell Its Over”. Keep the phone calls coming. Let them know that if this bill passes this will not be forgotten over time as the country moves on to other issues. They will be held accountable.

Here’s my question in reply. A Bill originates in the House of Reps and then to the Senate. How is it this comes from the Senate?

I know of several Senators who voted for cloture on this round that are not locks for a yea on the next round of cloture. I spoke personally to one that wants this bill in the light of day for open debate - something that has not happened yet.

This is not a lock to get a floor vote, just floor debate.

“Let them know that if this bill passes this will not be forgotten over time as the country moves on to other issues. They will be held accountable.”

There is nothing that would indicate that Americans will know what they did, will remember, or will care. We are a small sample here.

Ask the average American about cloture, and they won’t even be able to define it, let alone tell you why it’s bad. But hey, did you see Paris Hilton got out of jail? Now that will get you some lively conversation.

Article 1 Section 7 of the US Constitution

All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills

Next...I will join and vote for any constitutional party member that runs in my area. I will vote in the “I” colume. I wont join the constitution party yet because they have some issues on national security I do not agree with. But I dont agree with the GOP on many issues...like this shamnesty bill.

The constitution party is against going to war without approval of congress..which I agree with, but, they are against going to war in any nation for nearly any reason...as I see it. But, they certainly are against NAFTA and this Immigration issue. They are for the US Constitution periode.

Well, in addition to it being challenged by a Budget Point of Order in the Senate, if it includes any revenue components, the Republicans in the House can stop it on that basis. Or they an strip out all such provisions, because revenue measures must originate in the House, and pass their own revised bill. This is why the House would have to introduce it, or their version of it, and pass it before a conference committee can be named. And, big picture, this is why all promises about providing money for enforcement provisions are hogwash. Congress can only appropriate for one year at a time.

“Next...I will join and vote for any constitutional party member that runs in my area. “

For lots of reasons, if this bill passes, the GOP will take a huge hit. For this reason, I can only conclude that the monetary incentives to Republicans to pass this are overwhelming. For enough money, I’d quit my job too.

The GOP knows, Americans are distracted, unconcerned with politics and inattentive, many are just plain ignorant. People will forget. In about 5 years, if that, it will be back to business as usual.

Tell you what. NOT ONE or anyone has considered the last Mexican election. The radical socialists dam near won. Only after near civil war did the present government win that election.

Now lets get to the Shamnesty bill and consider what will happen when this bill passes. Those socialists from Mexico will get a free ride right straight into our country to vote communist here.

And the idiots in the republican party who are for this dont care...as long as they got their money they are happy.

But, because this bill calls for fees to be paid does it not rightfully belong in the House?

That is debateable (are fees counted as revenue), but yes some house members are holding that card and plan on playing it if the bill passes Senate.
