Here’s my question in reply. A Bill originates in the House of Reps and then to the Senate. How is it this comes from the Senate?

Article 1 Section 7 of the US Constitution

All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills

Well, in addition to it being challenged by a Budget Point of Order in the Senate, if it includes any revenue components, the Republicans in the House can stop it on that basis. Or they an strip out all such provisions, because revenue measures must originate in the House, and pass their own revised bill. This is why the House would have to introduce it, or their version of it, and pass it before a conference committee can be named. And, big picture, this is why all promises about providing money for enforcement provisions are hogwash. Congress can only appropriate for one year at a time.
