But I suspect theres some context to this video that we arent being told about. Wrong....read what the guy even said, AFTER saying it's NOT their intent to hire US workers:

No, the United States government definitely should be deciding who enters this country, as wisely as it can. This isn't about choosing between Americans to hire, but about hiring foreigners granted entry to the country specifically as workers for these jobs.

I like the idea of an auction in stead of the current fixed-price (no-price?) "lottery" system. Then we'd find out what they're really worth.
Yes, a quota with an auction would be a good way to handle the H1-B issue. By the settling price of the auction, you could tell whether "worker scarcity" or "cheap labor" was the real issue.
