WASHINGTON - President Bush , trying to salvage an immigration overhaul legislation, endorsed a plan Thursday that would lock in money for border security as way to win over conservative lawmakers and a skeptical public.

The provision would immediately divert $4.4 billion toward border security, with that amount to be paid back once new fees are in place. The point would be to ensure that border security would not be subject to the whims of the yearly budget negotiations.
With many questions unanswered, it was unclear how much of a concession the move amounts to for Bush.
A bipartisan group of senators crafted a fragile compromise on the immigration bill that Bush supports. But the deal is in deep trouble, because many Republicans oppose that it provides a way for millions of immigrants who entered the country illegally to become legal.
Bush said the bill emphasizes security by requiring tougher border and workplace measures before new options for immigrants and guest workers could begin. Already, he said, border agents are capturing and sending home huge numbers of people trying to cross illegally.
The legislation stalled last week when only seven GOP senators supported a Democratic bid to limit debate called a cloture vote and expedite a final vote.
"We feel confident there are going to be enough votes for cloture," he said.

The Republican party cannot afford to alienate the major business concerns (i.e. agricultural and construction industries)that rely upon cheap immigrant labor. This will not change.

Fuggedaboutit gidget: if the border is in fact secure we won’t get another several million “guest workers/undocumented immigrants” on the “path to citizenship” within the next few years to replace the newly minted citizens who “come out from the shadows” chomping at the bit to submit lower bids to do our jobs, the jobs we don’t want to do—if it means living 12 adults to a house, and they won’t be able to go home as well, to tell even more of their family and friends how wonderful things are here. At least for now.
They have no intention of securing the border. It’s all `smoke and mirrors’.

That's a risk that our Senators and President are willing to take, largely because it's risk-free for them. After all, we citizens, err, sheeple, are "collateral damage" if anything happens.

They already have the funding for the fence, all 750 miles of it and for security, so why are we being told it’s included in this bill? Something to think about: If Ted Kenedy is still on board with this revised plan IT IS NO GOOD! When he rejects it, now there may be something interesting to look at! KEEP UP THE HEAT!

Bush’s response is quite different from Saxby Chambliss’s e-mail.
Chambliss suggested an emergency bill.
Notice Bush has said nothing about an emergency bill.
His only response is that he will put the funds in a lockbox.
So, this latest, greatest idea is actually a sham as well.
