A serious asskicking would probably do the trick.
While its obvious he’s screwing over the Korean(?) dry cleaners, whats troubling is he sits as a judge hearing cases in what appears to be his ‘spare time’.
Removing him from the bench seems warranted.

So the idiot fool bringing this is "an administrative law judge". In other words he is empowered, when not harrassing private business people like the dry cleaner owners, to harrass private business people in some other area where is the GOD.
Obviously his power has gone to his head and he can't accept that sometimes you just have to take the apology in life and move on.
Anyone know what he does exactly. I suspect an investigation would find other abuse of his position of trust. No one with a position of trust should be abusing the system like this.
He should be fired.

This guy himself is a Twilight Zone experience. What a poor choice of words.
However, I once left a jacket in a Denny's. Went back to get it later and it was gone.
I sued Denny's for a billion million gazillion dollars and won the case.
The only catch is they paid me in pixie dust so I kinda lost out there with that...loooooooooony!!!
