Here is a link for a video that appears to show Bush's watch disappearing, while he is shaking hands in the crowd. Its a foreign site.

After looking at the video, it looks like the President felt the watch coming off, and that it fell to the ground. You can see the President and at least one of his Secret Service Police stoop to the ground for a split second.
Don’t know if I am imagining it or not, but the body language of the President suggests that he put something in his pocket. All very quickly.
It is very possible that the watch fell off, it was retrieved, and that’s the whole story.

Bush looks down at the pavement just after the watch left his arm -- perhaps it fell off, and he knew it, but decided not to go fish for it.

I agree. Depending on the type of band that the watch was on it could very easily have become unclasped.
Right now I would assume that was the case and not that it was stolen.
