Officer Kim Carroll reported she was on patrol around 4:15 a.m. on May 28 when she saw a car cross the double yellow line on Cranston Street. She said she couldn’t see the front plate because there was heavy damage to the entire front end and it was dragging along the road making a screeching noise. She said she believed the car may have been in a hit-and-run accident and pulled the car over near 1130 Cranston. She said she approached the car and told the driver a number of times to get off his cell phone and speak with her. When he did, she said he didn’t have a license but told her he was Vicheth Moul. He also told her that the damage was old and that his sister, who owned the car, knew about it. He said it had been tied up earlier and had fallen down.
She said he also refused to tell her where he was coming from. She said another officer patted Moul down and found a buck knife with a blade longer than three inches. Moul was handcuffed and placed in Carroll’s cruiser. She said dispatch informed her that the Massachusetts registration on the car had been revoked and Moul’s license had been suspended in Massachusetts. She said a hold was put on the vehicle until it was investigated for possible involvement in a hit-and-run.
She said Moul also told her he was not a U.S. citizen and was supposed to be deported back to Thailand any day now. She said he was also a registered sex offender in Massachusetts and failed to notify Rhode Island or Bay State authorities about moving to his new address at 70 Cranston St. Moul was charged with carrying an illegal weapon, driving on a suspended license, driving an unregistered vehicle and failing to register his sex offender status.
Carroll said Moul’s sister showed up at headquarters and was slightly tearful and upset. She said the car was not damaged prior to that day and did not know what was going on. She was told about her vehicle and the hold on it.
Carroll said she also called the Immigration and Naturalization Service to get more information about Moul. She said she spoke with an INS agent around 9 a.m. who told her he was familiar with Moul and he was aware of his deportation status but there was no retainer for him and they did not want custody of him. She said Moul refused to sign the sex offender registration form and was told he would have to register next year, if he was still around. Moul, 24, was held for arraignment in Third District Court and later released on $300 cash bail.
this the type of person that would have gone to the front of the line in the just defeated senate bill.

Unbelievable!!! He is a sex offender who won’t register & they don’t want him? Shaking my head again. This BS really turns my stomach. He should be deported ASAP. NO excuses! Or he needs to be in jail until he is deported.

Can you imagine the bail that would be charged to a white male American citizen in this situation? Sex offender, hit and run driver, immigration illegal, bugout from the law, parole violater? and he gets out on $300 bail?
So basically, he pays a $300 fine for hit and run? Why isn't this guy sent back to Thailand on a rocket slecd? Sheeeeeeeesh.
An illegal sex offender walked out of a courtroom after posting $300.00 bail. Is there any way to arrest the ICE for fraud? They are paid to do a job, and they don’t.

p.s. Cranston, RI is my hometown. It has always had 1st and 2nd generation people, tough people who obeyed the law and worked hard to be part of the American Dream. It is now a third world slum. Formerly beautiful neighborhoods are overrun. Fat Ted Kennedy’s drug addict homo son represents this district, IIRC.
Here’s an idea:
The feds should buy up multiple homes surrounding the homes of the MORONS in the Senate who supported the recent — and hopefully now DEAD — shamnisty bill and turn them into holding areas for these illegals. My guess is that a few family pet roadkills — or worse —, trenched lawns, noisy 2 am SWAT led-drug busts and the periodic random firearm discharge MIGHT change a few or the aformentioned MORON’S alleged minds on the subject.
NAHHHHHHHHH.
They’d just move to a gated community.
Everytime one of these articles appears that says ICE refused to pick them up, the closest ICE office, Homeland Security, and the White House should be bombarded by phone calls insisting they ENFORCE our damn immigration laws using the specifics in the article.
I grew up, and once again reside, in Warwick. I moved back here from Cranston last fall. Your take on Cranston is dead on. The neighborhood I live in for 4 years, Eden Park, is a perfect example of where the city is headed. Many of the tough, law abiding citizens are still around but they are now
having to share the neighborhood with illegals, welfare queens and other assorted lay abouts.

You know, maybe we should do it and not wait for the Feds. I’m serious. Establish a foundation to buy some houses near our political elites’ houses and bring the problems to them up-front and personal. It wouldn’t be that expensive.
I am really tired of political elites shoving problems down our throats and not seeing the consequences. Didn’t somebody do something like this to Supreme Court Justice Souter?
Good Idea, but better still would be to flood the Senators with them too. Along with the vote that made felons legal...and ask them WTH they think they’re doing!
