Economics question re: concert tickets (semi-vanity)

My family lives on the North side of Indianapolis up by Fishers. Just down the road is Verizon Wireless concert arena. When we drive by on days of concerts, there are many people sitting in chairs off to the side of the road with signs stating "Need tix" while holding tickets in their hands, presumably for sale. What am I missing here (besides the Brad Paisely concert tonight)?

You'd expect Indianapolis residents to be expert scalpers...

I would assume the folks holding the signs want to buy tickets for the show. Back in the 1970’s we would go to a sold out concert and walk around the stadium shouting “need tickets.” Most of the time we got tickets for the show. Also I would never pay an outrageous price for a concert. I would pay between 20 and 50 dollars above face value of the ticket. Depends on who was playing.
