Could be a probe. I read an article earlier this morning that had more details but I couldn’t find it to link for you. There is no mention of their nationality but I think we are safe in certain assumptions...
The airline passengers should sue the crap out of the two trouble makers for causing mental anguish (or something similar). Hopefully, they will also get charged with a federal crime. Let these fools fend off some charges and a bunch of lawsuits.
