Venezuela's President Hugo Chavez is trying to bring what he calls a social revolution to his country.
One of his most far-reaching experiments toward that goal is the institution of community councils, which could reshape the way government operates in Venezuela.
Thousands of the councils have been formed nationwide, and they have made decisions on everything from trash collection to school construction.
Chavez calls the councils the fifth engine in his campaign to transform the world's seventh-biggest oil exporter into a socialist state. At first glance, they may appear like neighborhood watch groups.
But the councils have government funding, thanks to the oil windfall Venezuela is enjoying. And they have a mandate to carry out projects big and small.

"Soviet" is Russian for "council"...
Community committees become watchdog groups for the Party. Everyone watches everyone else. You get out of line, you’re reported.
Joe Stalin was very fond of these. Fidel still is.
In Russia these councils were known as soviets, and their purpose was to co-opt traditional local governments in favor of a the centrally planned government. After Tsar Nicholas abdicated in Feb 1917, a provisional govt led by moderate socialists took power, but the hard-line Leninists used spies, terrorism, and strikes led by the soviets to break the provisional government and plunge Russia into a Communist hell.
It also is used as an excuse to eliminate local elections, since these are the direct expressions of the peoples’ needs.

I caught a wispy piece on NPR yesterday touting what is happening in Venezuela. The violin music and voices with accents added to the seriousness of the piece.
My grandfather fought in the same rifle group with Hitler in WWI. Knowing of him when he came to prominence, my grandfather did everything the could to work against the institution of the “local councils” that enevitably became the Nazi Party. He was eventually hauled off to a coal mine labor camp and died of Black Lung on Christmas Eve 1964. I was at his bedside shortly before he passed away and will never forget the warnings he never wanted us to forget.
My mother has told me the stories of the rest of the family being chased around Bavaria because they would not send the children to the Youth Camps for Nazi indoctrination. They were eventually saved by the 101st on their way to Burchesgarten and my mother married a US Soldier (my dad) a few years later.
If this local councils comes to maturity, it is enevitable that history can and most likely will be repeated resulting in darker days upon the people of Venezuela. God be with them.
These councils are patterned after something called soviet socialism, but NPR doesn’t the brains or guts to point it out.
California is filled with these unelected regional planning councils. The federal government is infested with unelected soviets planning for the greater Marxist good by illegally writing law.
Enforcers. Get paid to give a haircut outside a government approved facility and you go to prison. Hillary has a similar plan for healthcare professionals.
How much willful blindness must one have to describe what Chavez is doing as "far reaching experiments."
