KEENE, N.H. -- Rudolph Giuliani Wednesday sounded open to letting anyone who's not a criminal or mental patient carry a concealed handgun -- even telling a woman who packs a piece in New York that it's OK with him.

Giuliani's days as a crusading anti-gun mayor are behind him now that he's running for president, and Wednesday he staked out a simple test for concealed-carry permits, which are tightly controlled in New York. He asked two questions -- Are you a criminal, and have you ever been institutionalized? -- and to the laughter of the audience, rendered his verdict when she said no to both.
"As far as I am concerned, you can have a concealed weapon," he said. "The Constitution of the United States in the Second Amendment gives you an individual right to bear arms; that individual right is as strong as your individual right to free speech, free assembly, being safe against unreasonable searches and seizures."
Outside the event, Giuliani said his test came from a recent federal court ruling overturning a tough District of Columbia gun ban, which set what he considered "reasonable" limits on gun ownership. He said he believes that individual states should decide who can carry weapons.

Were he guided by a moral compass, he would be confident in the right. Instead, he exhibits a desire to please everyone with words that sound right that are not written on his heart.

I’d give him credit if he showed up on the steps of New York’s state legislature, called them all gun grabbing Marxist thugs, opened his coat to show he’s carrying a matched set of revolvers and dared anyone to come and take them.
That would impress me.

GHWB flipped on abortion, so have many other GOP candidates, and they have been reliable ever since.
If Rudy has seen the light on guns I am willing to trust him. After all, he doesn’t have to pander to NYC lib gun-banners anymore, rather he now has to supplicate millions of hunters, many of whom live in battleground states.
Do we believe him now? He cost me my licensed carry.

There were many, many voices insisting that no one vote for McClintock, voices that defended Arnold and tried to say he really was a conservative, and that it was better to have a Republican as governor for the next presidential election cycle... Even WITH all these people selling out their principles to elect “the only viable candidate” McClintock still got about 20% of the vote. If Republicans hadn’t brainwashed themselves into thinking only Arnold could win, and had thrown some votes Tom’s way, he could have easily been governor instead.
I wasn’t thinking of the recall, but the last election in which McClintock ran for lt. governor and lost to Garamendi. That shouldn’t have happened but it did. I think Callifornia is lost to conservatism for now. Believe me I wish it were otherwise.

Seeing that FR is a "Conservative Forum" why are you defending Rudy's concept that States can decide who can carry weapons?
I have yet to meet a DOJ prosecutor who understands the second amendment as a matter of law.

I'm calling BS on that one. You specifically referenced Bustamante so you were very much talking about the recall. As to McClintock losing to Garamendi, that was after the state party failed to support McClintock monetarily and Schwarzenegger publicly stabbed him in the back right before election day. Conservatism isn't dead, it's just been purged from the party leadership by a bunch of trojan horse liberals who would rather have Democrats in office than conservatives.
More like, out betraying their country.

Of course, any pretense to “conservatism” in the Bush White House could go after his second election. That included Ashcroft.
(1) If this was just about pandering to New York, why did he push a lawsuit to destroy the gun industry that Congress had to stop? That’s way past “above and beyond” pandering.
(2) The 2nd Amendment has squat to do with hunting.
