Having experience in provisioning 800 numbers for At&T, the 800 number is translated in the serving central office switch. It is routed to a regular number provided by the customer.

Since government offices have published numbers such as 202-123-4567. What is happening here is that the reason you are reaching live staff instead of a call tree is the number translated is an internal number that isn't published. Hope this helps. I am just as PO'd as y'all are.

Thanks for the info, that’s pretty much what I had already figured out. It is too easy to get thru on this line.
My first call I got a busy signal and then it switched to a ring, on the same call. I knew then.

so, this is probably been done at the telco end? to bypass the main number and hit a number further down the in the hunt group?

so it's possible the senator's don't have knowledge of this (as a whole)? Is there a way to find out who paid for and setup this number? ie: which telco office?

I hate to be dense but can you please explain in simpler language? I’d really like to understand how they did this.

I call the 800 number, it dials my senator’s office, and because my call came from that 800 number it’s given priority because.... What do you mean by being translated as an internal number that isn’t published?
