What is happening here is that the reason you are reaching live staff instead of a call tree is the number translated is an internal number that isn't published.
so, this is probably been done at the telco end? to bypass the main number and hit a number further down the in the hunt group?
so it's possible the senator's don't have knowledge of this (as a whole)? Is there a way to find out who paid for and setup this number? ie: which telco office?

Not a hunt group - think internal telco routing codes that phone numbers point to. Think Circuit ID.

As a whole, staff or senators would generally not be aware of this. The order establishing one 800 number to all state offices of the senators probably came from government IT with the billing from an umbrella group supporting amnesty and the illegals.
