“Having experience in provisioning 800 numbers for At&T, the 800 number is translated in the serving central office switch. It is routed to a regular number provided by the customer.

Since government offices have published numbers such as 202-123-4567. What is happening here is that the reason you are reaching live staff instead of a call tree is the number translated is an internal number that isn’t published. Hope this helps. I am just as PO’d as y’all are.”

The internal numbers were provided by either workers in each office or government IT to telco and had to be on the order along with billing info etc.
