The filibuster, i.e., the power of a minority to block a bill, applies to the present vote, the cloture vote. If the bill gets past this vote, then it just needs a bare majority to pass the Senate.

But now that I think about it...If the House should also pass it, then the bill would go to conference, then the resultant final bill would be voted on again in the Senate, and THEN, yeah, you’re right, there’s another opportunity to filibuster.

I think.

It doesn’t look good, but I’ve lost count.

Again, this is just a debate over whether to continue the debate over the coming weeks. Very preliminary stuff.

For example, Byrd might vote for the final bill on cloture and/or passage simply b/c he did not like the fact that the bill did not come up through a committee. He is a stickler for Senate procedure and decorum.

No. You are incorrect. The Senate can still filibuster this bill when it comes to the floor. It is not to the floor yet. We only need 41 votes to kill this bill in the coming weeks.

All the young ones I have seen are working and speaking English. They go to our schools. The first generation does not, but they are old. They have an average of four children. Our Government calculates into the future.

Even Grassley voted "aye." Ugh.
Byrd is trying to call for order.

Can someone please post a list of which senators will be up for re-election in 2008?

We need an early start in getting viable opponents for the ones that are for this shamnesty bill.

No, I’m right, but the difference at this point is academic.

Republicans can filibuster only future CLOTURE votes, not votes on final passage. I say “academic” because there should be at least another cloture vote, of the final bill after the House+Senate conference (if the bill gets that far.)
