The other day on Fox News Sunday, Rudolph W. Giuliani blamed a former aide for the decision to put the city’s emergency command center at 7 World Trade Center, where it was destroyed on 9/11. Now the aide, Jerome M. Hauer, the former director of emergency management, has fired back, giving Lloyd Grove of New York magazine a February 1996 memo that shows he argued for a Brooklyn location. He says the mayor overruled him.
Here is what Mr. Giuliani said on Fox:
Jerry Hauer recommended that as the prime site and the site that would make the most sense. He recommended that site as the site that would be the best site. It was largely on his recommendation that that site was selected.
Mr. Hauer’s memo to First Deputy Mayor Peter J. Powers recommended the MetroTech Center in downtown Brooklyn: “The building is secure and not as visible a target as buildings in Lower Manhattan.” The World Trade Center had been bombed three years earlier.
Mr. Hauer told Lloyd Grove in an interview:
Rudy’s getting a lot of heat for the decision. He’s trying to run on his homeland-security and national-security background, and if you start peeling back the skin on the errors he made when he was mayor, you take away a lot of the basis for his candidacy… I feel sad that he would betray somebody that had served him loyally in the past, and I’m angry, too. But when you get to know Rudy, you know that this is the kind of thing he does. That’s just his personality.

You can cite 2 or 3 mistakes that Reagan made (e.g. agreeing to amnesty without requiring a systemic securing of the border at the same time, appointing Sandra Day O'Connor to the SC, compromising with the democrats on "tax reform" in 1986) against his overwhelming record of solid conservatism and that will NEVER make him a liberal RINO. Likewise, you can cite 2 or 3 things that Rudy did well (his so-called "taking on the teachers union" and his tough-on-crime approach to cleaning up the city for example) against his overwhelming record of confiscatory big-government liberalism and that will still NEVER make him anything but a liberal RINO. And if you think Rudy is anything but a liberal RINO, then well you can finish that sentence with your own words.

I'm seeing a pattern emerge in Rudy - reliance on overly-technical parsing.
Recall that Rudy said during the Laura Ingraham interview that he did not support sanctuary city policies. He rationalized that by saying he was in favor of deporting criminals, but not hard-working undocumented immigrants. However, sanctuary city policies mean that ALL knowledge of immigration status is not reported - including those that could be determined by traffic violations - and the Ft. Dix illegal alien terrorist wannabees had 19. Rudy parses the meaning of sanctuary well past what you and I and normal people understand it to mean.
Now we see Rudy claiming Haeur pushed the WTC7 location. IMO what happened is that Hauer wanted the Brooklyn location, Rudy said I don't wanna drive, I want one within walking distance, Hauer gave a couple of possible locations within walking distance of City Hall, Rudy picked WTC7, and Hauer then got the planningn done.
So in Rudy's mind, it was Hauer's choice. But Hauer was working within Rudy's parameters that excluded the far more logical choice of the Brookly facility that Rudy wanted.
Overly-technical parsing. And a highly-selective memory.
Sounds a lot like a recent president...

At the same time, I found this (from Feb. 2002):
As Police Commissioner Howard Safir's chief of staff, Sheirer forcefully opposed the construction of the OEM center known as "the bunker" on an upper floor of 7 World Trade Center. Then-OEM Director Jerry Hauer spearheaded the ill-conceived effort to build "the bunker" in the shadow of the twin towers. Sheirer's opposition to locating the command center at that location unfortunately was vindicated when the 48-story office building at 7 World Trade collapsed nearly seven hours after terrorists crashed two commercial airliners into the twin towers.
Days after the attack, the Sheirer-Hauer rivalry was rekindled when Hauer reappeared at the mayor's side and offered to assist the city with its recovery effort. When Sheirer heard about Hauer's return, he exploded. At the city's temporary command center then located at the Police Academy, Sheier bellowed, "Tell Jerry his bunker's gone!" Hauer's return was cut short by Giuliani after the mayor heard that his former OEM director gave then-mayoral candidate Mark Green a private tour of Ground Zero.
Without seeing the original, unedited memo (which I'm still looking for) it's hard to say exactly who's telling the truth, for sure.

Really? Fox News has officially concluded that Giuliani is lying about this matter?
They are investigating Hauer's claims. They are not accusing Giuliani of lying. That is what Hauer is doing.

Rudy never made it near the office in 7WTC. He didn't almost get killed, he didn't lead "desperate NYers" out of the destruction.
That’s funny, there are several NY Freepers that lived in Rudy’s NYC that still think he’s a flaming liberal.
From what I have read, Hauer initially wanted the ECC over in Brooklyn. Rudy wanted it within walking distance. So Hauer found a location that met that requirement. And Hauer then had to run with it.
Anyone who was in NYC or payed attention to NYC before and during/post Rudy knows better.
I am a native Manhattanite. I was in New York City before and after Rudy. I payed great attention to what he did.
Rudy's real record in Gotham is one of intimidation and heavy-handed authority, with a whole lot of taking credit for the work of others. Which you would know if you had been paying attention.

I'm on record as deploring the tactics I see many FReepers are employing this year of posting hit-pieces on their candidates' rivals instead of posts as to why I ought to support their guy. This will only serve our opponents.
That said, Rudy has ground to make up with me. Pro-life issues are important to me and his statements approving taxpayer funding of abortions and his handling of the issue the last few weeks, especially post-debate, have put me off.
That's a criterion you are putting forward.
A strong case could be made that a building which has already been attacked, a building in which the attack was unsuccessful despite the committing of serious resources, and a building which has since been hardened is no longer attractive, and had seemed more attractive before than it actually was.
Giuliani rejected good advice and put it in the wrong place.
A lot of Monday-morning quarterbacking here.
I have yet to see one of these magical memos laying out a case that the WTC7 was such a horrible site.

How about an expectation that we don’t select a liar. He lied through his teeth on gun control in an interview with Hannity a couple months ago as well. He lied about his effect on adoptions in NYC as well. Wake up, please.

Which, to most people, indicate Rudy is lying.
Oh, and there is a third source now, New Yorker magazine, who has also seen the memo in question. So now you're gonna tell me that THREE sources have it wrong?

Monday morning quarterbacking is insinuating that there was no criticism of the siting because YOU haven't seen the memo.
Rudy wants a sign on his desk that says "The buck stops with my underlings. I led bewildered victims out of WTC on a magical bridge of clouds."
