More than 90 percent of the incoming calls to my home phone are garbage calls

Have you tried the national "Do Not Call" list?   I used to get a lot of telemarketing calls, but after I got on that list I don't get any at all.  It's a huge fine if a telemarketer calls someone who is on that list.

The law is ignored and there are loopholes.
Something I have done is to answer a few. I ask why they do comply with the do not call list?
That seems to reduce the number of calls.
The automated calls should be outlawed, it is criminal that a company is allowed to have a computer dial peoples homes.

We’ve been on the *Do Not Call* registry for a long time now. We still get some who are exempt, usually police benevolent kind of stuff, which I don’t but anyway. Otherwise, it has helped tremendously. I don’t trust ANYONE who calls up looking for my money.

I did that and thank God most of the calls have stopped. I had one pest who just would not stop calling. I kept asking them to put me on their do not call list, but they kept calling.
