This Travel Warning provides updated information on the security situation in Nepal and notes the U.S. designation of the Communist Party of Nepal (Maoist) as a terrorist organization. The Department of State remains concerned about the security situation in Nepal and continues to urge American citizens contemplating a visit to Nepal to obtain updated security information before they travel and to be prepared to change their plans at short notice. This supersedes the Travel Warning issued on December 8, 2006.
Despite the signing of a comprehensive peace agreement by the Government and Maoist insurgents and their entry into an interim government, Maoists continue to engage in violence, extortion, and abductions. Maoists freely roam the countryside and cities, sometimes openly bearing their weapons. The Young Communist League, a subgroup of the Maoists, continues to extort and abuse people, including threatening Kathmandu-based personnel of a U.S. Non Governmental Organization. Maoist leader Puspa Dahal (aka Prachanda) publicly alleged in March 2007 that royalists were planning to assassinate U.S. government personnel, but Dahal never offered any evidence for his claim. Furthermore, in a May 1, 2007 speech, Dahal threatened to launch a new campaign of demonstrations and disruptions.
Violent clashes between Maoists and indigenous groups have taken place in recent months in the Terai region, along the southern border with India, in one case resulting in 27 deaths. Ethnic tensions in the Terai region have spawned violent clashes with police, strikes, demonstrations and closures of the border with India. The U.S. Embassy strongly recommends against non-essential travel to this region. Clashes between Maoists and groups who oppose them also recently have extended into Kathmandu.
In November 2006 numerous resident American citizens reported to the U.S. Embassy first-hand accounts of Maoist cadres demanding food and lodging, often accompanied by threats of physical violence. In some instances, Nepalese staff of Americans who resisted such demands were beaten. Since the cease-fire in May 2006, hotels and businesses frequented by American citizens have been targets of extortion demands, forced closures, and have become the focus of demonstrations. While widespread protests have abated, the potential for demonstrations and disruptions remains high. During demonstrations, protestors have used violence, including burning vehicles, throwing rocks and burning tires to block traffic. Given the nature, intensity and unpredictability of disturbances, American citizens are urged to exercise special caution during times when demonstrations are announced, avoid areas where demonstrations are occurring or crowds are forming, avoid road travel, and maintain a low profile. Curfews can be announced with little or no advance notice, and American citizens are urged to consult media sources and the Embassy’s website (http://nepal.usembassy.gov ) for current security information.
Crime in the Kathmandu Valley, including violent crime and harassment of women, has increased since April 2006. Travel via road in areas outside of the Kathmandu valley is still dangerous and should be avoided. Police have reported a number of robberies by armed gangs; in some cases victims were attacked and injured. The U.S. Embassy reports an increase in crime in some popular tourist areas. Visitors to Nepal should practice good personal security when moving about, especially at night, and avoid walking alone after dark and carrying large sums of cash or wearing expensive jewelry. In several reported incidents tourists have had their belongings stolen from their rooms while they were asleep. In late 2005, two European women were murdered in Nargarjun Forest, a popular tourist destination in the Kathmandu Valley. The murders occurred within weeks of each other and both involved women hiking alone. In March 2006, Maoists detained several Polish trekkers after the trekkers refused to pay extortion. Solo trekkers have been robbed by small groups of young men, even on some popular trails. Crime, including violent crime, has further increased in 2007, and police are unwilling or unable to arrest criminals who claim Maoist affiliation.
U.S. official personnel generally do not travel by road outside the Kathmandu Valley. All official travel outside the Kathmandu valley, including by air, requires specific clearance by the U.S. Embassys Regional Security Officer. As a result, emergency assistance to U.S. citizens may be limited. Active duty U.S. military and Department of Defense contractors must obtain a country clearance for official and unofficial travel to Nepal.
Although the Government of Nepal no longer considers the Maoists to be terrorists, the U.S. governments designation of the Communist Party of Nepal (Maoist) as a Specially Designated Global Terrorist organization under Executive Order 13224 and its inclusion on the “Terrorist Exclusion List” pursuant to the Immigration and Nationality Act remain in effect. These two designations make Maoists excludable from entry into the United States and bar U.S. citizens from transactions such as contribution of funds, goods, or services to, or for the benefit of, the Maoists.
U.S. citizens who travel to or reside in Nepal are urged to register with the Consular Section of the Embassy by accessing the Department of States travel registration site at https://travelregistration.state.gov or by personal appearance at the Consular Section, located at the Yak and Yeti Hotel complex just east of Durbarmarg Street. HONG KONG, May 7 A mysterious epidemic is killing pigs in southeastern China, but international and Hong Kong authorities said today that the Chinese government is providing little information about it, or about the contaminated wheat gluten that has caused deaths and illnesses in other animals.
The lack of even basic details is reviving longstanding questions about whether China is willing to share information about health and food safety issues with potential global implications.
The Chinese government and particularly the government of Guangdong Province, which is adjacent to Hong Kong was criticized in 2003 for concealing information about the SARS virus for the first four months after it emerged in Foshan, 95 miles northwest of Hong Kong. After SARS spread to Hong Kong and around the world, top Chinese officials promised to improve disclosure.
But officials in Hong Kong as well as at the World Health Organization and the Food and Agriculture Organization, both agencies of the United Nations, said today that they been told almost nothing about the latest pig deaths, and been given limited details about wheat gluten contamination.

Suspicious crafts
18.04.2007: 2320 LT: Entrance Cartagena Colombia.
A container ship, while disembarking her pilot on the port side noticed, on radar, one unlit suspicious boat approaching from the stbd side at high speed. The master alerted the crew. The boat came very close to the vessel (about 10 m from the hull). On seeing the alert crew on ship’s side, the boat retreated and disappeared into the darkness. The master informed the Centre to alert other vessels calling Cartagena, Colombia.

Armed pirates in four boats attacked a FPSO and tried to board it via the anchor chain. There were eight security personnel on the FPSO. The pirates were successful in their attempt. Five persons from the FPSO kidnapped. .
03.05.2007: 0700 LT: 12 miles Off Mogadishu, Somalia.
A group of Somali pirates armed with guns boarded a general cargo ship underway. They hijacked the ship and took it to Hobiyo anchorage. Negotiations with the pirates are going on.
03.05.2007: 0315 LT: Posn 01:11.7S - 116:46.8E, Balikpapan Port, Indonesia.
Robbers boarded a bulk carrier while berthed. The vessel was in her final stages of cargo operations and all crew and officers busy. The robbers stole ship’s stores and escaped unnoticed.
30.04.2007: 2345 UTC: Posn 06:40S - 039:44E, Dar es Salaam, Tanzania.
A black hull boat with five pirates attempted to board a general cargo ship drifting 27 miles ENE of the port. Alarm raised and crew mustered. Pirates aborted attempt and moved in SW direction towards another vessel drifting 7.5 nm away. All vessels in the area warned via VHF radio.
18.04.2007: 1100 LT: Chebilang Bay, Satun Province, Thailand.
About six pirates in a small boat attacked a fishing boat and hijacked it. All eight crew were taken hostage and landed at Le - La Island. Pirates stole ship’s equipment, properties and abandoned the boat at Yanud Port, Tha - Phae District, Satun Province. Police located the fishing boat and returned it to the owners in Malaysia. No one was injured
14.04.2007: 0700 LT: Posn 17:25N - 059:56E, Arabian Sea.
While underway, a general cargo ship received a call on VHF Ch 16, from a fishing boat, that they had no fresh water. The ship threw some mineral water bottles into the sea to be picked up by the fishing boat in order to prevent any close contact with the fishing boat and to prevent any boarding.
12.04.2007: 0600 UTC: Posn 15:13N - 052:57E, Gulf of Aden.
A fast boat, doing about 20 knots and steering various courses, approached a RO RO ship underway several times and at one stage came on a collision course with the ship. Later, it proceeded in a southerly direction and disappeared. The boat was light coloured, about six meters in length and had 2 - 3 men in it.

Terror Arrests in Fort Dix Plot FORT DIX, N.J. - May 8, 2007 - Six ethnic Albanians have been arrested in a plot to storm the Fort Dix installation in Burlington County.
Five of the suspects were arrested in Cherry Hill. They will be arraigned later today in federal court. Officials say it will happen in either in Camden or Newark.
Investigators say the suspects planned to use automatic weapons to storm the base and kill solders. The men were lured into a secret meeting to purchase AK-47s from an arms dealer, who was secretly cooperating with the FBI.
Officials say the suspects worked on a number of targets, including the Dover Air Force Base in Delaware, Fort Monmouth in Eatontown, and several Coast Guard stations.
Federal agents made the arrests when the suspects zeroed in on Fort Dix.
Officials say some of the suspects were caught on tape.

A tip helped authorities arrest six New Jersey men Monday night in connection to an apparent terror cell, according to NBC 10s sister station WNBC in New York.
Five of them were arrested in Cherry Hill, according to reports.
Investigators said the men planned to use AK-47s to storm Fort Dix and open fire on soldiers and civilians stationed at the New Jersey base, noting that other military locations were scouted by the terrorist cell.
Three of the unnamed suspects are brothers who are all believed to be Islamic radicals, according to sources. Some of the six arrested men were also born in Albania and the former Yugoslavia, but they have spent a significant amount of time in New Jersey and Pennsylvania, according to authorities.
NEW YORK -- Six men from New Jersey have been arrested in an alleged terror plot against soldiers at Fort Dix, according investigators.
Investigators said the men planned to use automatic weapons to enter Fort Dix and kill as many soldiers as they could at the N.J. base. Fort Dix was just one of several military and security locations allegedly scouted by this group, authorities said.
Investigators told Newschannel 4's Jonathan Dienst that these arrests are the result of a tip to the FBI and use of an informant to track the suspects. The terror suspects traveled over the last several months from New Jersey to the Poconos where they practiced firing automatic weapons, investigators said.
Investigators said the group discussed targeting numerous locations like Dover Air base, Fort Monmouth and several Coast Guard stations before deciding on Fort Dix as their intended target. Fort Dix is run in part by the Army and is a reserve-training center, but active units take part in training, including some which focuses on counter-terrorism....

I've been expecting this for some time. In fact a couple of years ago, Old Sarge, judicial meanz and myself brainstormed how such actions might progress. This could be something isolated and that I suspect is the case since there is a distinct lack of planning and sophistication in the execution. Had this been a dedicated terror cell skilled in tradecraft and utilizing intell/security/logistics as was the case with the 911 skyjackers, it could have been a similar outcome as 911. I would expect more attacks with greater sophistication and deadlier consequences.
The BIG question: DID THESE GUYS COME ACROSS THE SOUTHERN BORDER TO ENTER OUR COUNTRY? Yes, I'm shouting! If this turns out to be the case, it really is BUSH'S fault! Also, I expect this info (if true) might give a lift to the candidacies of both Ron Paul and Tom Tancredo. As far as Fred goes, I really don't know what his views are.
In the meantime, what's next? Was this an isolated case of Sudden Jihadi Syndrome or was this the first reaction to a "GO CODE" issued by OBL? First cell to get on the "board" with an attempt to score, so to speak?
