State Department official resigns over 'D.C. madam'

WASHINGTON (CNN) -- A top State Department official resigned Friday after revealing to ABC News that he had been a client of the alleged "D.C. madam's" escort service.

A State Department official, on condition of anonymity, confirmed to CNN the reason for Randall Tobias' departure as director of U.S. Foreign Assistance and administrator of the U.S. Agency for International Development.

The State Department said that Tobias, 65, resigned for "personal reasons."

ABC reported on its Web site that Tobias, 65, said Thursday that he had used Deborah Jeane Palfrey's escort service "to have gals come over to the condo to give me a massage." He told the network that there was no sex involved.

ABC said Tobias' private cell phone number was one of thousands listed on documents that Palfrey handed over to the network, which plans to air a report on the documents on the "20/20" television news program next week.

On her Web site, Palfrey says she unconditionally gave "copies of certain years of the records ... to ABC News."

The guy was appointed by President Bush a couple of years ago; he's not some longtime State Department bureaucrat. And his job carries with it the title of Deputy Secretary of State. Ignoring the facts won't make them go away.

Just as an FYI,

On July 2, 2003, President Bush announced his intent to nominate Tobias to serve as the first United States Global AIDS Coordinator with the rank of Ambassador, reporting directly to the Secretary of State. He was confirmed by the U.S. Senate on October 3, 2003 and sworn in on October 6, 2003.

Ambassador Tobias was responsible for launching the highly successful President's Emergency Plan for AIDS Relief, and for directing all U.S. Government international HIV/AIDS assistance across the various agencies and departments of the United States Government that deliver it.

On January 19, 2006, President Bush announced his intent to name Ambassador Tobias as the nation's first Director of United States Foreign Assistance, and to nominate him to serve concurrently as Administrator of the United States Agency for International Development (USAID), the principal government agency that administers economic and humanitarian assistance worldwide.

He was confirmed as USAID Administrator by the U.S. Senate on March 29, 2006 and sworn in on March 31, 2006. He continues to report to Secretary of State Condoleezza Rice and holds the rank of Deputy Secretary of State.

In addition to his direct responsibilities for USAID, in his new role at the State Department Ambassador Tobias will be charged with directing the transformation of the U.S. government's approach to foreign assistance.

As Director of Foreign Assistance, Ambassador Tobias will also be responsible for providing strategic direction and guidance to all other foreign assistance programs delivered through the various agencies and entities of the U.S. Government, including the Millennium Challenge Corporation and the Office of the U.S. Global AIDS Coordinator.

If this gets big, I suspect that after four or five high level Republicans have been “outed,” someone in the MSM will notice that everybody they’ve named has been a conservative. They’ll then find some back-bencher Dem that nobody’s ever heard of before to sacrifice, so they can then claim balance in their reporting and have a nut graf in every story that says something to the effect of, “While the prostitution scandal has claimed victims in both parties, the madam’s book appears to overwhelmingly feature Republicans.”

Unless I’ve missed it, the main concern hasn’t been mentioned. This guy most certainly has, or had, a security clearance and access to classified information. Secrets, national security, espionage and blackmail are what should be on the minds of Condi and the President.

Randy Tobias was born March 20, 1942 and grew up in Remington, Indiana. He earned a bachelor’s degree from Indiana University in 1964 and joined AT&T’s Indiana Bell Telephone Company subsidiary. Shortly thereafter, he served two years on active duty as an artillery officer assigned to the faculty at the United States Army Artillery School at Fort Sill, Oklahoma. Following his military service, he returned to AT&T in Indiana. In 1977, he was transferred by AT&T to Illinois Bell Telephone Company in Chicago, where he became vice president of the company.

In 1981, he was moved to AT&T’s global headquarters in New Jersey, where he later ran AT&T’s worldwide long distance and network businesses. He played a major role in helping to lead AT&T through the difficult period following the breakup of the Bell System in 1984, serving as AT&T’s Vice Chairman from 1986 until 1993 and, additionally, as Chairman and CEO of AT&T International from 1991 until 1993.

I've been wondering about this since they have had the records for some time and haven't made them public. I guess they are waiting until September '08 to expose all the Republican names on the list, and of course, we won't see and demoncrat names at all.
