I saw a muslim woman doing this at a public drinking fountain. I assumed she was just being crass and using her hand to drink. But now I'm wondering if she spit the water back into the drinking fountain. This is definitely a health concern.

This is total BS. Their religion permits them to wash with sand when water isn’t available, and no sin is attached to that. There is nothing in their Quran requiring them to have foot sinks, or even to perform all this particular washing with water.
If they feel polluted they should stay away from airports and cab passengers.
