They're nearly seven times more likely to be incarcerated, and their average jail sentences are 10 months longer than those of white men [for the same offenses]. In addition, young black males between the ages of 15 and 34 years are nine times more likely to die of homicide than their white counterparts and nearly seven times as likely to suffer from AIDS.
Five Urban League Solutions: (1)Universal childhood education starting at 3; (2)Restoration of the federal summer jobs program;(3)All-male schools and longer school days; (4)Second-chance programs for high school dropouts and ex-offenders; (5)Increased parental involvement.

Note the following: First, four of the five are what government can do. Second, the emphasis is almost exclusively on education. Third the outcomes of the Black underclass are clearly demarcated and noted but the reasons are not; that is, no mention of 70% single parenting, 50% don't graduate from HS and so forth.
The liberal intelligentsia still has a Marxist hangover. They believe that humans are blank slates and need only the right inputted education to solve all societal problems. Cultural differences and disparities are then seen as proof positive of racial problems and it is up to the government and the taxpayers to remedy this
No amount of government intervention can ever overcome nature.

Studies have proved that INTACT families, with a FATHER present leads to less crime. Perhaps A HISTORY of crime hurts the criminal? What about REPEAT crime by race? Repeat crime by thoise who have no FATHER present? 70% of blacks don’t have fathers present - how does THIS compare to other races and crime?

How does NOT having a father present factor in?

Drugs and homosexuality are the main component of AIDS? I have also read there is an EPIDEMIC in black homosexuality.

That was just a bad article. “Head Start has a proven track record”. BS!! It has proven track record of not achieving it’s stated goals. Their suggestion? Throw more tax dollars at it.
Essentially this is saying it’s the government’s fault. Not a hint at any values or responsible actions.

And you're right - the article doesn't mention the most obvious thing - high rates of illegitimacy.
The complete problem lies with fatherless children, no fault divorce, very early sexualization of their children, the influence and message of 99% of hip hop music, and their over dependance on government.
Where God and family aren’t present, crime and sin is. The Democrats love their plight because like mindless sheep, they pull the polls for the liberal candidates. And if a black man is educated and conservative, he is called an “uncle Tom”.
The first problem is the mentality that there is a “black America.”

It all comes down to a failure of families, caused by a moral failure of the parents. And you are right, there is nothing the gov’t can do to fix that problem.
But, for many Americans, there is NO problem a new law can’t fix.

I agree with 2 of the “recommendations”: 1) all male schools from grades 1-12, and 2)greater TWO parent involvement.
But, The Washington Post just can’t stray from the old “greater federal government involvement” mantra.
Can anyone doubt that the biggest problem for the last 42 years has been the “government involvement” embodied in The Great Society ?
Yet, The Washington Post proposes even more federal “solutions” ? Will these folks never wake up ?

My wife worked at the helpdesk for a nation-wide major high-end clothing retailer. The helpdesk was staffed largely by black people from MS.
Often my wife would get calls from irate associates transferred to her because they could not understand the local black people. Funny, pretty much all of them had degrees, a couple of masters holders from the local “predominantly black” university, and they still couldn’t speak properly. When they filled out work orders, as often as not, I had to send them back because they were not comprehensible. I did complain once but was told I needed to try harder.
My point is, education is NOT the problem.
The "problems" they cite aren't problems, they are the consequences of unacceptable, irresponsible behavior.
Behave better and the "problems" will go away. Go to school and you'll earn more money. Don't commit crimes and you'll stay out of jail. Speak correct English and you'll get a better job. Keep it in your pants and you won't get AIDS.
