Yes, that’s how “government” helps. Making sure they are unemployable and crime more appealing for $$$.

My wife worked at the helpdesk for a nation-wide major high-end clothing retailer. The helpdesk was staffed largely by black people from MS.
Often my wife would get calls from irate associates transferred to her because they could not understand the local black people. Funny, pretty much all of them had degrees, a couple of masters holders from the local “predominantly black” university, and they still couldn’t speak properly. When they filled out work orders, as often as not, I had to send them back because they were not comprehensible. I did complain once but was told I needed to try harder.
My point is, education is NOT the problem.
