AMARA, Iraq, April 18 (Reuters) - Iraq plans to take security control of all its provinces from foreign forces by the end of the year, Prime Minister Nuri al-Maliki said in a speech read out by a senior official on Wednesday.

Iraqi’s want to fight for their own country’s security.
And if the US military and Administration butts out....the Iraqis will harshly deal with the perps vent upon continued destruction in hopes of regaining power.
Oh, great, Maliki will go on Mookie’s timetable...and not stick with Pres. Bush and Gen. Petraeus’ plan??

I suspect that the President will eventually announce a troop reduction in line with this plan by Iraq and the ‘rats will be left without their issue for 2008.
There are a whole slew of milestones scheduled for this year.
Right now, their parliament is debating oil revenues, which is one of the biggest sticking points as far as the big three groups are concerned. An agreement that provides for the Sunnis will do much to mollify them, as this decision will be for de facto federalism.
Control of their armed forces divisions is proceeding apace, along with the new introduction of a heavy armored unit. This leaves their air forces, many of whose leaders are being trained in the US; artillery; air defense artillery and anti-missile forces still to be developed.
Control of their governates and police forces has been behind schedule, but this should be picking up now that increasing numbers of Sunni are joining the federal forces.
Their next federal elections will be a major realignment of political parties, after far more ordered campaigns along with structured arguments between candidates. That is, parties will know what to argue, and the public will know what their respective platforms represent, along with some information on past performance. In the process, many third parties will be absorbed or fade away.
Increases in stability may start to result in refugee return, mostly Sunnis, from neighboring countries.

I would like to know if the Iraqi effort has been kicked up a few notches since the surge started.

I just hope that the Dems don’t use this statement by Maliki...to say that HE is agreeing with THEIR legislation.
But, we know they will.
I don’t know about withdrawing but, we could step back a little and let some Muslim justice prevail.
I think we’ve done what we can. We don’t want it to become an extension of Iran (which it will, I’m afraid, or an extension of Syria/AQ, neither of which is comforting). But we gave them a chance and there’s only so much we can do.
I think we should have been harsher at the start, but we weren’t, and that enabled some really bad guys to get in. Still, if the Iraqis themselves can’t get their act together to fight these people, then there’s not a whole lot we can do. And I also think we seriously misunderstood Islam and the problems linked to it in our initial planning.
I think we know a lot more now, and the next time - and there will be one - things are going to be different.

First of all, this is not new. Something like this was announced quite a while ago. Secondly, once the Iraqis take charge, they will not be hamstrung by the politically correct restrictions on how they are allowed to deal with the enemy.
I agree. And there will be a next round. Probably sooner rather than later.
