You quoted McCain as saying, “Before I left for Iraq, I watched with regret as the House of Representatives voted to deny our troops the support necessary to carry out their new mission. Democratic leaders smiled and cheered as the last votes were counted. What were they celebrating? Defeat? Surrender? In Iraq, only our enemies were cheering." It's worth contrasting that with Giuliani's position:

But in discussing the deployment of more troops, Mr.Giuliani has been alone in saying that such a strategy may not succeed, potentially providing him cover should the situation in Iraq deteriorate further. And he has put the strategy in a broader context that plays down the importance of Iraq. Terrorists "are going to continue to be at war with us, no matter what the outcome in Iraq," Mr. Giuliani said recently in New Hampshire. The night before, he said that "there are no sure things, "and that if the United States fails in Iraq, "we have to be ready for that, too." In California a few days later, speaking of "the danger of focusing on Iraq too much," he said that complete success there would not win the fight against terrorism, and that failure there would not lose it.

Giuliani has a hawkish image which does not seem to be entirely deserved.

ME: Well, nothing Giuliani said is necessarily objectionable on the merits, but I take your point: he is providing himself more wiggle room than McCain. Romney is basically striking the same tone as Giuliani, by the way.

Yeah, Iraq's no big deal, Rudy. And losing in Iraq wouldn't essentially be a loss in the War On Terror.

So more troops won't make a difference, and we should prepare for failure in Iraq, eh? Thanks, Rudy!

This isn’t going to be good for Rudy, if it is as it appears. I didn’t really like going into Iraq when we did, but I do believe it’s our duty to make sure we don’t leave...only to come back again.

Giuliani's problem is that he has to play up to the silly "tough on terror" nonsense while at the same time distancing himself from a war in Iraq that -- it is becoming increasingly clear -- is going to end badly for the U.S.

If he is the GOP nominee next year, I predict he'll go through the entire campaign with hardly any mention of his party affiliation -- and he'll spend half his time on the campaign trail blasting the Bush administration for the Iraq war failure.

You heard it here first, folks.

I've predicted for some time that Rudy will turn on the Iraq War before this is over. He's starting that movement now.

The only way he can run leftwards to pick up the votes he'd lose from socons is to turn anti-Iraq War.

Failure would not lose it? Does he have ANY IDEA of the ramifications of failure in Iraq? It means we would fight the Islamists elsewhere when they are a thousand times stronger than the are now.

And at no time since the 'election season' started has he led, not once. Yeah, he leads in NJ, whoppee. NJ has 15 EVs, NY 31 EVs.

Rudy is faring no better than Bush in big blue states like CA and IL. Spending money on these states is like flushing your pay check down the toliet. In the general election, if Rudy actually does allocate resources to these states, then Hillary / Obama could sneak away with West Va, AR, OH, or even MO.

He’s driving away social conservatives and fiscal conservatives at once with his taxpayer-funded abortion stance. Apparently, he won’t be satisfied until he discredits his “tough on terror” label.
