Exactly. By 'imprisoning' someone, you are keeping them in one place and not allowing them freedom of movement.
The residents will still be able to travel in and around Baghdad, it will just take them longer to do so.
Once again, the MSM is showing their true colors.

About time these methods where put in place. I had preached to some Freepers in the past as how walling off say Sadr City would in essence simmer down hostile Shia. And walls can keep goons out of neighorhoods where they come to kill others.
It could be a mixed blessing. Besides this is not the first time this has been done in Iraq. One only has to think back a half year ago when the US Army created a berm around ar Rutbah in hopes of isolating the city from easy access by foreign fighters that used the city as a jump point when entering Iraq from Jordan, upper NE corner of Saudi Arabia and of course western Syria.
