LOS ANGELES -- The Los Angeles City Council went on record Wednesday in support of four state gun-control bills dubbed the "Shooting Victims Bill of Rights."
One of the bills, introduced by Assemblyman Mike Feuer, D-Los Angeles, would require all new semiautomatic handguns to be equipped with microstamping technology by the start of 2010. The technology marks a gun's make, model and series number on spent shell casings.
Feuer, a former Los Angeles councilman, has said his proposed law would help authorities trace the owners of guns used during crimes and could lead to a reduction in gun trafficking.
Assemblyman Kevin DeLeon, D-Los Angeles, has introduced a bill that would require retailers to have a license to sell ammunition.
DeLeon has said he was compelled to author the bill after a gang member's stray bullet struck 9-year-old Charupha Wongwisetsiri in the head while she and her mother were in the kitchen of their Angelino Heights home last Dec. 20. The girl died of her injuries six days later.
The council also threw its support behind a bill that would require firearm owners to notify a law enforcement agency within five working days of discovering that a gun has been stolen or irretrievably lost.
Assemblyman Lloyd Levine, D-Van Nuys, introduced the bill last month, saying the Lost and Stolen Firearm Notification Act would provide law enforcement agencies with better information about the ownership of weapons in order to prevent gun trafficking in California.
The council also backed a bill introduced by Sen. Alex Padilla, D-Van Nuys, that would allow California's law enforcement agencies to use and compare forensic and ballistic information kept on a national database.
Los Angeles Mayor Antonio Villaraigosa, police Chief William Bratton and county Sheriff Lee Baca endorsed the legislative package in February.

That aside, imagine if the cops pick up brass from a crime scene that has been reloaded a few times, or has been picked up from a public range and dropped.
You are going to go after some guy because he was shooting at Sharpshooters in Torrance and someone scooped his brass?
New revolvers are exempt- gee, do you think people will buy revolvers if semis are not as available? Revolvers don’t drop brass unless the shooter wants to.

Four new anti-gun owner laws to turn honest citizens who pay taxes and stay out trouble into instant felons merely because they own or use a firearm that was legal ten seconds before the law came into effect.

Actually, the RATS need the criminal class and gun control is useful for empowering criminals. The goal is to make it impossible for law-abiding people to own guns. There is also the goal to criminalize self-defense -- create so many technicalities that everyone is a "criminal." Meanwhile, armed criminals are free to do anything they want.

You know if they spent the effort, money and time on doing the right thing instead of lining their pockets; some decent could happen.
One shot out of smooth bore black powder will still do the trick. No case and no marks on the ball. If someone wants to drop a hammer on someone they will figure out a way to get it done.
