I'm pretty sure those lights were proven to be military parachute flares.I remember a documentary some years ago that had the usual video of the lights.
They overlayed a daylight pic of the mountain range. No question the lights were flares on the other side of the range.
OTOH, a lot of people claim to have seen lighted triangles or boomerang shaped objects overhead.
I'm a skeptic on the Phoenix lights.
