One Republcan congressman (didn't catch his name) made a parliamentary inquiry after the vote. He asked if a certain house rule had been in effect for this vote; the chair answered yes. Turns out the rule is related to house members' conduct during the vote.

Obey is not going to not fund the troops. It would be political suicide for him, and he knows it.
Don't worry. The House and Senate know their deadline is April 15th to get a bill to the President. They will play games, but they will get one to him.

Bush can and will demand a clean supplemental and veto and veto until the pork is stripped from the bill.
The RATS have until April 15; after that, the blood of American soldiers in Iraq is on their hands and they are terrified of the political consequences that will result to them.
